About the Science Program Support Role at H & R Computer Consulting Services (Supporting NOAA)

H & R Computer Consulting Services, a client of Dice, is seeking a dedicated Science Program Support professional to assist the National Oceanic and Atmospheric Administration (NOAA) in managing their science initiatives. This full-time role involves critical coordination, information management, and analytical support within the OST Directorate, ensuring efficient program operations and strategic planning.

Key Responsibilities

  • Develop meeting agendas, coordinate logistics, prepare notes and reports, and follow up on action items for quarterly in-person/virtual Science Board meetings and weekly video calls.
  • Coordinate information flow for the OST Directorate, addressing queries, requests, and tasks efficiently with the Deputy Director and OMI Division Director.
  • Support science Request for Proposals (RFP) processes, maintain an internal RFP website, and assist with developing RFP policy alongside the NOAA Science Board.
  • Attend and provide support for key meetings, including NOAA and Fisheries planning/formulation strategy meetings and other essential functions.
  • Conduct research and analysis to support strategic planning and formulation activities for science programs.
  • Assist in developing, drafting, and coordinating science baseline narratives, assessments, program plans, spending plans, and budgets.
  • Contribute expertise on U.S. Government science policy, legislative processes, and living marine resource management to strategic science priority development.
  • Analyze science goals, objectives, requirements, and organizational performance measures.
  • Coordinate the exchange of scientific research program information with NOAA Science Centers and partners.
  • Assist in coordinating OST planning and documentation through Priority Based Resourcing (PBR), Base Resource Review (BRR), Activity Plan Prioritization (APP), and similar initiatives.
  • Support OST's portfolio management for NOAA Electronic Annual Operating Plan (eAOP) quarterly and annual milestones and contributions to the NOAA Research and Development Database.
  • Track milestones and other performance indicators to ensure program progress.
  • Assist with OST's annual science planning and quality assurance efforts.
  • Facilitate the development of NOAA science planning priorities across various Science Centers.

Deliverables

  • Draft accurate meeting agendas and comprehensive notes for all scheduled meetings.
  • Maintain accurate and thorough tracking of all queries, requests, and tasks daily.
  • Draft precise and comprehensive science program documents as required.
  • Ensure timely completion of the office’s entries into the eAOP quarterly.
