Public Health Project Manager – Federal Contracts (On-Call)
JBS International, Inc. is seeking an on-call Project Manager I to support federal contracts, specifically within the U.S. Department of Health and Human Services (HHS). Reporting to a senior project manager, this role will assist in coordinating project activities, tracking deliverables, and maintaining documentation to ensure projects meet scope, timeline, budget, and quality expectations. The Project Manager I will apply established project management practices to support efficient project operations, facilitate stakeholder communication, and contribute to monitoring, reporting, and client support activities.
Essential Job Functions
- Ensure day-to-day project functions adhere to client guidelines and JBS policies.
- Contribute to project work plans, timelines, and task prioritization.
- Ensure project deliverables meet client and JBS quality standards.
- Establish and maintain commitments with external partners, assisting with agreements and scopes of work.
- Monitor project budgets, tracking expenditures and assisting with budget expense reports.
- Manage project performance tracking and dashboard systems.
- Identify and connect team members with tools and templates to support project goals.
- Anticipate project risks, escalate issues, and share lessons learned.
- Utilize technology to enhance project effectiveness and efficiency.
- Maintain organized documentation of project deliverables, progress, and resources.
- Assist in preparing monthly and semiannual reports to meet contract requirements.
- Serve as a reliable project point of contact, addressing inquiries promptly and professionally.
- Support JBS business and proposal development efforts.
- Provide administrative support for grant recipients' compliance under HHS and ACF.
Minimum Job Qualifications
- Education: Bachelor’s degree in social services, public health, business administration, or related field.
- Experience: Minimum 3 years of project management experience in a human services or public health field, or similar project. Minimum 3 years supporting HHS, ACF, or OHS projects/programs.
- Technical Knowledge: Basic understanding of project management best practices and methodologies.
- Competencies: Strong attention to detail, organization, time management, teamwork, adaptability, initiative, proactive problem-solving, clear oral and written communication.
- Language: English fluency (oral and written).
- Software Proficiency: Microsoft SharePoint, Survey Management Platforms (Survey Monkey, Select Survey, Google Forms), Webinar Management Platforms (Microsoft Teams, Zoom, WebEx, Adobe Connect), Project Management Platforms (Smartsheet, MS Project), Listserv Platforms (MailChimp).
Preferred Job Qualifications
- Education: Master’s degree, PMP certification, or CAPM certification.
- Experience: Managing project budgets, constructing and carrying out effective work plans.
- Knowledge: Applied project management in government contracting, grants and cooperative agreement management, quality management, data analysis, and/or SDLC processes.

Remote. May be hybrid if within a 50-mile radius of North Bethesda or San Mateo offices.

Extended computer use, ability to sit for extended periods, operate computer equipment, vision for reading screens and print, dexterity for precise tasks, effective communication, mobility for occasional movement, ability to lift up to 25 pounds, and sensory abilities for hearing and speaking.
Work Environment
Primarily a typical office environment with computer screen exposure and moderate noise levels.
