About the International Rescue Committee
The International Rescue Committee (IRC) responds to the world's worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is one of the largest international humanitarian NGOs working in over 40 countries and 29 U.S. cities.
Project Background
Between April 2021 and March 2026, the IRC implemented Sida’s Humanitarian Framework Agreement V, incorporating methods such as the Program-Based Approach (PBA), Rapid Response Mechanism (RRM), and Methods Development and Capacity-Building (MD) projects. The final evaluation will assess the impact of these funding mechanisms on humanitarian outcomes, operations, and partnerships.
Role Overview
The Independent Consultant Evaluator will lead research, drafting, validation, and finalization of evaluation deliverables over 65 working days across an 8-month period (February 2026 – September 2026). Coordination is with the IRC Global MEAL Practice Lead and an evaluation committee.
Scope of Work
- Conduct desk reviews of materials from 29 Sida HFA-funded countries.
- Perform in-depth reviews for five deep-dive countries: Ethiopia, Myanmar, Nigeria, Venezuela, and Yemen.
- Collect primary data through interviews, focus groups, and surveys.
- Draft inception, interim, draft evaluation and final evaluation reports with presentations.
- Facilitate validation sessions and provide weekly project updates.
Methodology & Evaluation Focus
This evaluation will integrate OECD DAC Criteria including Sustainability, Relevance, Effectiveness, Efficiency, Impact, and Coherence. It includes both quantitative data analysis (using IRC data systems) and qualitative data collection to understand barriers, enablers, and outcomes.
Deliverables & Timeline
Key deliverables include the inception report (due by March 13, 2026), interim report (due by April 17, 2026), draft evaluation report (due by May 22, 2026), and final evaluation report (due by September 1, 2026). The consultancy concludes on September 30, 2026.
Payment & Requirements
Compensation is up to USD 500 per day over 65 working days. A strong background in evaluation, quantitative and qualitative research, excellent communication skills, and experience working in complex international contexts are essential. Preferred qualifications include experience with Sida programming and previous work in countries like Nigeria, Ethiopia, Myanmar, Venezuela, or Yemen.
