Senior IT Purchasing Specialist (Buyer)
ICF is seeking a team-oriented Senior IT Purchasing Specialist (Buyer) to join our growing Procurement team within our Contracts, Procurement & Pricing Group. We are looking for an individual with purchasing experience supporting federal and commercial client contracts with IT procurement, inclusive of software, and hardware, services, and negotiation of subscription agreements, master services agreements, SaaS agreements, EULAs, etc., preferably in a professional services environment.
This role is responsible for executing procurement processes and administering vendor agreements to ensure adherence to approved purchasing system policy and procedures, client requirements, and procurement best practices. A successful candidate will possess great communication skills, a strong work ethic, and thrive in a fast-paced, dead-driven environment.
Key Responsibilities:
- Execute the entire IT software, hardware, services procurement process for direct (billable) and indirect requirements to fulfill business needs while ensuring adherence to approved purchasing system policy and procedures.
- Maintain knowledge of all organizational and government rules affecting purchases and provide information about these rules to organization staff members and vendors.
- Assist in preparing formal requests for quote or proposal; review specifications and evaluate bids received.
- Conduct supplier contract negotiation and administration; supplier sourcing and communication; and drive cost savings for ICF and our clients.
- Communicate with stakeholders across the organization to ensure customer and program requirements are met through the procurement process.
- Responsible for vendor development including communication with sales representatives; updating and maintaining lists of approved vendors for bidding purposes; obtaining samples and literature regarding potential products and vendor capabilities and conferring with end users.
- Additional duties include analysis of pricing, specifications, and delivery dates in order to determine the best bid among potential suppliers.
- Ensure Purchase Orders, Master Service Agreements, Commercial Services Agreements, Task Orders, and appropriate Terms and Conditions are utilized.
- Provide effective negotiation of pricing as well as terms of Purchase Orders and other agreements with prospective vendors and suppliers.
Basic Qualifications:
- Associate's degree in supply chain management, business administration, finance, accounting, or a related field (can substitute one year of experience for one year of education).
- 5+ years of experience procuring goods and services in a Procurement role such as Purchasing or Subcontract Management; including but not limited to IT software, hardware and IT-related services experience.
Preferred Qualifications:
- Bachelor's Degree
- Experience with indirect and direct purchasing of goods and services.
- Knowledge of procurement of IT-related products and services.
- Deltek Costpoint experience.
- Experience working under a government-approved purchasing system and familiarity with CPSR requirements.
- Experience working with all contract types.
- Knowledge of Federal Acquisition Regulations (FAR).
- Proficiency in MS Office Applications (i.e., Word, PowerPoint, Outlook, Excel).

There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is: $74,090.00 - $125,954.00
