HGL is seeking a Subcontracts Manager to support its corporate headquarters. The ideal candidate is a positive, organized, and solution-oriented creative thinker who will be a valuable addition to the team. While the role is based in Reston, VA, or Overland Park, KS, remote candidates with the right skills and experience will be considered. This position plays a crucial role in managing subcontracts from initiation to closeout, ensuring compliance with all relevant regulations and company policies.
Responsibilities
The Subcontracts Manager will collaborate closely with project and program managers, the contracts and procurement team, and government contracting personnel. Key responsibilities include:
- Leading a team of subcontract administrators.
- Overseeing procurement services and administration of subcontracts in accordance with HGL policies, federal procurement regulations, public law, and the Uniform Commercial Code (UCC).
- Working with project managers to identify and procure necessary subcontractor services, equipment, and supplies.
- Reviewing subcontractor scopes of work, evaluating proposals, and issuing subcontract terms and conditions.
- Managing subcontractors, including issue resolution and change management.
- Ensuring procurement and subcontracting opportunities comply with HGL Procedures, Prime Contract, task orders, FAR requirements, and CPSR compliance.
- Ensuring subcontractors comply with relevant CMMC requirements.
- Managing subcontract consent and advance notification requirements, including drafting consent submittal requests and tracking thresholds.
- Negotiating subcontract changes and overseeing subcontract closeout.
- Conducting other government contracts reporting and compliance efforts.
Minimum Requirements
- Associate's degree in Business Administration, Accounting, Finance, or Project Management, or equivalent relevant work experience.
- Minimum of 10 years of experience in procurement/subcontracts management or specialization for federal government clients.
- Experience with cost reimbursable, time and materials, fixed unit rate, and firm fixed price subcontracts.
- Excellent communication and organizational skills.
- Ability to handle confidential information.
- Strong technical writing and documentation skills.
- Advanced proficiency in Microsoft Word, Excel, and Outlook.
- Ability to conduct and supervise subcontract evaluations and negotiations.
- Working knowledge of federal, state, and local labor laws and wage determinations.
- Ability to work independently in a fast-paced environment and collaboratively in a team setting.

- Bachelor’s degree in Business Administration, Accounting, Finance, or Project Management.
- CACM or CPCM certification.
- 12+ years of experience in procurement/subcontracts functions at a USACE, USEPA, or other federal government environmental remediation site.
- Experience with government contracting, including AE and construction contracting.
- Experience with commercial subcontracts review/negotiations, management of change orders, and review of leases and licenses.
- Understanding of FAR/DFAR/EFARR compliance requirements and procurement procedures.
- Ability to research and identify local regional resources for equipment, supplies, and subcontracted services.
- Experience managing staff or leading a team.
