About the Role

GovCIO is seeking a dedicated Subcontract Administrator, Level III to manage cradle-to-grave subcontracting support for the Health & Civilian Sector (HCS). This is a fully remote position within the United States, offering an opportunity to significantly contribute to GovCIO's growth and its fulfillment of government prime contracts.

Responsibilities

This role is ideal for professionals with over 5 years of experience in government subcontracting and procurement. You should possess a bachelor's degree, a strong understanding of FAR/DFARs, and the ability to work independently, applying problem-solving skills to diverse challenges while adhering to established guidelines and policies.

  • Administer full life cycle subcontract management activities, including proposal support, NDA/teaming agreement negotiations, solicitation package preparation, proposal evaluation, price analysis, terms and conditions negotiation, subcontract award, administration, issue resolution, and closeout.
  • Collaborate with leadership on competition strategy, negotiations, and subcontractor/supplier performance management.
  • Ensure subcontract files are reviewed and approved in compliance with Authority to Operate, contract requirements, company policies, and applicable laws/regulations.
  • Demonstrate strong interpersonal and communication skills to effectively resolve complex issues with internal functions and external suppliers.
  • Review prime contract awards to efficiently flow down required documents and clauses.
  • Work closely with cross-functional leadership to align subcontracting activities with prime contract requirements and business objectives.
  • Collaborate on and drive resolution of procurement issues impacting performance.
  • Monitor supplier compliance, including timely delivery of deliverables, in coordination with operations.
  • Resolve supplier performance and quality issues in collaboration with operational leadership.
  • Advise leadership on procurement issues and strategies.
  • Perform other duties as assigned by management.

Qualifications

Required Skills and Experience:

  • Bachelor's degree in a related field with 5+ years of prior relevant experience, or a Master's with 3+ years of prior relevant experience. Additional relevant experience will be accepted in lieu of a degree.
  • Experience complying with Contractor Purchasing System Reviews (CPSR) policies and procedures.
  • Significant experience in subcontracting and related functions, with emphasis on negotiation, subcontracts administration, and contractor/subcontractor performance management.
  • Strong knowledge of federal subcontracting regulations.
  • Solid business acumen and organizational skills.
  • Proficient in multi-tasking and time management, with the ability to prioritize in a fast-paced environment.
  • Working knowledge of the FAR and DFARS.
  • Excellent written and verbal communication skills.
  • Current experience with Deltek CostPoint ERP.
