Project Manager at GovCIO
GovCIO is seeking a Project Manager to join the Health Services Portfolio Technical Management and Strategic Solutioning Support (HTMS) program, supporting the Department of Veterans Affairs (VA) Office of Information and Technology (OIT). This role requires a hands-on leader to support a VA Product Manager, providing strategy, process, and implementation consulting services to the Product Team. The successful candidate will manage client interactions and ensure the delivery of high-quality work products. Given the dynamic environment and evolving client needs, flexibility and a forward-thinking approach are crucial. This is a fully remote position within the United States, with core hours of operation from Monday to Friday, 8 AM to 5 PM ET.
Key Responsibilities
- Develop integrated project plans for contract deliverables and new product development.
- Lead a multidisciplinary project team effectively.
- Monitor and manage project status, budgets, and schedules, providing regular status reports.
- Identify and resolve project issues to achieve productivity, quality, and client satisfaction goals.
- Establish mechanisms for tracking project progress, facilitating problem-solving with team members and managers.
- Direct project phases including design, implementation, and testing, aligning with project objectives.
- Define requirements and plan project lifecycle deployment.
- Schedule tasks and coordinate efforts across various team members.
- Oversee the integration of vendor tasks and review their deliverables.
- Ensure adherence to quality standards and validate project deliverables.
- Conduct project meetings and manage tracking, analysis, and reporting.
- Support program management, governance, oversight, and executive reporting.
- Balance competing priorities, respond to data calls, and provide ongoing progress reports.
- Document and recommend technical management approaches for projects/products.
- Create strategic roadmaps aligned with goals and operational plans.
- Document, track, and monitor various performance metrics, reporting progress and suggesting improvements.
- Assist with fast-turnaround requests for data calls.
- Analyze client business issues and data challenges, performing gap analysis and proposing solutions.
Qualifications and Experience
Required Skills and Experience
- Bachelor’s degree in engineering, computer science, systems, business, or a related scientific/technical discipline with 15 years of relevant work experience. (10 years of additional relevant work experience may substitute for educational requirements).
- Proven strong experience in managing projects with complex product development dependencies, requiring excellent organization, tracking, and communication.
- Exceptional oral and written communication skills for concise messaging and reporting to all management levels.
- Strong interpersonal skills and the ability to work independently with minimal supervision.
- Robust analytical and investigation skills to craft solutions for challenging problems.
- Extensive experience in developing presentations for technical and non-technical audiences.
- Ability to identify and mitigate project risks, and escalate program risks as necessary.
Preferred Skills and Experience
- PM-related certifications such as PMP and ITIL are preferred.
- Experience supporting or leading within the Veterans Affairs Office of Information and Technology, Veterans Benefits Administration, and/or Veterans Health Administration is a plus.
- Proven IT development track record within VA or similar government agencies is highly desired.
- Ability to proactively communicate and coordinate with internal and external project stakeholders.
Clearance Requirement
Ability to obtain and maintain a Suitability/Public Trust clearance.
