The Opportunity

The Customs and International Trade department ensures the maintenance of legitimate trade and its optimal development in a globalized economy, while supporting the organization's advanced international manufacturing and distribution activities. As such, the incumbent will ensure the company remains compliant, reduce lead times, and improve supply chain performance by playing a proactive role in aligning our corporate trade policies and guidelines with North American regulatory requirements.

The Role

  • Plan and lead a team of customs analysts.
  • Ensure continuous monitoring of the company's compliance through periodic audits, controls, and performance indicators (KPIs).
  • Identify, report, and resolve non-compliance cases quickly and effectively to reduce operational, regulatory, and financial risks, including potential loss of preferential duty benefits.
  • Research duty recovery opportunities, including retroactive refunds, and implement strategies to reduce tariffs and other costs associated with border operations.
  • Communicate with overseas manufacturing facilities to ensure accurate, complete, and timely documentation, minimizing customs clearance delays and operational disruptions.
  • Manage relationships with external service providers (e.g., customs brokers, freight forwarders, etc.) and ensure the company's interests are fully protected.
  • Act as the primary point of contact with government authorities and manage audits, verifications, and other compliance reviews conducted by customs agencies.
  • Participate in special projects requiring expertise in customs and international trade.
  • Ensure relevant internal stakeholders receive adequate training on customs matters and develop continuous improvement programs.
  • Prepare and present reports and presentations to support informed decision-making and effective risk management.
  • Maintain and oversee customs licenses, permits, trade program registrations, brand authorizations, and special customs exemptions and waivers.
  • Investigate potential trade and customs non-compliance issues and recommend corrective actions.
  • Support the preparation and submission of voluntary disclosures to customs authorities, when required.

The Prerequisites

  • Bachelor's degree in international trade, logistics, or supply chain management, or equivalent training, accompanied by a specialized designation in customs administration.
  • Ten (10) years of relevant experience, including direct management of entry documents within a wide range of tariff preferences and trade agreements.
  • Experience in Foreign Trade Zone (FTZ) administration.
  • Excellent oral and written communication skills.
  • Team spirit.
  • Very good knowledge of various North American customs processes.
  • Practical mastery of FTZ administration processes.
  • Good understanding of FDA interactions regarding customs compliance.
  • This position requires proficiency in a language other than French to support clients, employees, or markets located outside Quebec or requiring services in another language — primarily English.
