Job Overview

Fors Marsh is seeking a Senior Proposal Specialist to join our Growth practice area. This role involves daily collaboration with senior leaders to expand our company’s portfolio within federal, state, local, and private sectors. The ideal candidate is experienced, intelligent, and motivated, capable of leading business development initiatives and identifying contract opportunities across Fors Marsh’s diverse service lines, including social science research, human capital consultation, behavioral change research, communications research, marketing and outreach, instructional design and training, user experience, and policy and evaluation research.

Responsibilities

  • Review potential opportunities and identify submission and evaluation requirements.
  • Provide recommendations on barriers and challenges to opportunities and strategies to overcome them.
  • Contribute expertise in federal procurement practices and disseminate this knowledge company-wide.
  • Develop standardized proposal templates (e.g., technical outlines, compliance matrices, timelines).
  • Manage multiple concurrent proposals, ensuring quality control and reviewing financial submissions.
  • Develop winning propositions by understanding client needs and aligning Fors Marsh's capabilities.
  • Identify and propose alternative solutions with project teams to exceed client needs.
  • Coordinate and evaluate technical contributions from internal and external teams.
  • Build relationships with business partners, subcontractors, vendors, and internal stakeholders.
  • Ensure all proposal submissions meet high-quality standards and compliance requirements.

Qualifications

  • Bachelor’s degree.
  • 5+ years of professional experience supporting/leading business development for federal and state acquisitions, preferably aligned with Fors Marsh’s business offerings.
  • Experience in the complete proposal/solicitation lifecycle: pipeline development, opportunity vetting, capture, partner identification/teaming and management, and proposal management.
  • Excellent proposal/project management and coordination skills.
  • Exceptional creative thinking, problem-solving, adaptability, and time management skills.
  • Exceptional attention to detail and quality control.
  • Understanding of federal procurement practices and evaluation criteria.
  • Strong verbal and written communication skills, including proposal writing.
  • Demonstrated experience supporting or leading proposal efforts of varying complexity.
  • Familiarity with Business Development tools: Bloomberg Government, Deltek Govwin, SAM.gov, and GSA E-buy.
  • Understanding of federal labor categories, GWACs, and contract vehicles (IDIQs, BPAs).
  • Proficient in MS Office Suite (Word, Excel, PowerPoint). Experience with Microsoft Copilot is a plus.
  • Understanding of common federal, state, and local government contract types.

Salary & Location

  • Salary: $110,000 - $120,000
  • Location: Remote, United States Residents only
