Contract Specialist V - ASO Compliance
Florida Blue is seeking a dedicated Contract Specialist to lead the development and maintenance of contract language and materials for its self-insured (ASO) business. This role is crucial for supporting projects and initiatives, ensuring accuracy and timeliness in contract development according to compliance and business requirements. The ideal candidate will possess a strong understanding of contract and business principles to collaborate effectively with stakeholders and achieve Commercial Markets ASO Group Sales and Enterprise objectives.
What You Will Be Doing
Contract Language and Materials Development
- Leads the development and maintenance of contract language and materials, including Administrative Services Agreements, exhibits, amendments, renewals, and templates for Florida Blue's ASO business.
- Reviews and evaluates business requirements to assess contract material impacts, forecast timelines, and identify potential issues.
- Collaborates closely with ASO business leads and stakeholders to clearly define business needs and deliverables.
- Translates business requirements and legislative mandates into legally-compliant ASO contract language and materials, working with Sales, Legal, Segment, and ASO Partner Platform teams.
- Interprets and ensures adherence to all legislative, regulatory, and BCBSA Inter-Plan Program requirements within the health insurance market.
- Creates and manages finalized forms (static and variable) and redlines, and supports auditing or system testing of contract materials.
- Applies project management processes to ensure timely delivery of project deliverables and initiatives that meet high quality standards and customer expectations.
- Communicates and collaborates effectively with cross-enterprise business areas such as Legal, Sales, Segment, and ASO Partner Platforms throughout the contract development and review process to meet all compliance, regulatory, and project deadlines.
Enterprise & Business Operational Support
- Leads and/or supports the organization, maintenance, and data integrity of contract databases and libraries.
- Identifies potential issues or discrepancies, provides feedback, and works with peers, Legal, Sales, Segment, and ASO Partner Platforms to implement solutions.
- Researches and consults on requests from internal business partners, including Legal, Sales, and Segment.
- Ensures timely retrieval and dissemination of contract language and materials for regulatory examinations, audits, and investigations.
ASO Contract Advisor
- Maintains in-depth knowledge of ASO Group dynamics, including state and federal legislative and regulatory requirements.
- Provides guidance to peers and business partners on contract-related questions and issues.
- Offers or supports contract training for employees or contractors.
- Leads or supports the development and maintenance of departmental policies and procedures (e.g., SOPs).
- Identifies and implements process improvements to enhance overall process efficiency and effectiveness.
- Participates in cross-functional workgroups to assess legislative and regulatory topics impacting the health insurance industry.
- Reviews, analyzes, and provides feedback to Legal, Sales, Segment, and other key stakeholders on proposed laws and regulations to ensure impacts are understood and risks are mitigated.

- 5+ years of related work experience, with 3+ years in contract compliance or administration.
- Related Bachelor’s degree or equivalent work experience.
- Strong understanding of the healthcare industry, especially legislative and regulatory impacts.
- Strong project management skills, with experience leading projects.
- Experience in a dynamic team environment with shifting priorities and high work volumes.
- Ability to delegate tasks and coordinate multiple deliverables.
- Effective communication skills with internal and external business partners.
- Experience in defining and resolving complex issues using strong problem-solving skills.
- Knowledge of PC office software, including SharePoint and MS Office applications (Word, Excel, PowerPoint).
- Ability to accurately scope/size projects and lead integration planning with business stakeholders.
- Flexibility to handle multiple priorities within strict deadlines.
- Established strong, positive relationships with Legal and Corporate business partners.
- Strong attention to detail, particularly in written communication (grammar, spelling, proofreading, punctuation).
- Self-motivated with the ability to work independently with minimal direction.

The annualized hiring range is $77,600 - $97,000, with an annualized salary range of $77,600 - $126,100. Final pay is determined by market competitiveness, internal equity, and your job-related knowledge, skills, training, and experience.
