About the European Investment Bank (EIB)
The European Investment Bank (EIB), the European Union's bank, is seeking a Senior Solid Waste Expert for its Projects Directorate (PJ), Housing, Cities & Regions Department (HCR), Housing, Cities & Regions Advisory Division (HCRADV). This full-time temporary position is based at our Luxembourg headquarters and requires regular office presence. The EIB offers a truly international and multi-cultural work environment, including relocation support.
Purpose of the Role
The Senior Solid Waste Expert will conduct early project screening and independent due diligence for solid waste projects throughout their lifecycle. This role ensures the integration of financial and technical advisory support to deliver high-quality, well-coordinated solutions that strengthen the EIB’s solid waste portfolio, aligning with best practices, applicable legislation, regulations, and EIB procedures and guidelines.
Operating Network
You will lead as a Contact Person or Team Member within HCR’s solid waste portfolio, both inside and outside the EU. This involves technical input from other solid waste experts in HCR and dialogue with solid waste, circular economy, urban, and regional development experts across departments. Activities outside the EU can be particularly challenging, often with the EIB leading in mutual reliance with co-financiers.
Key Accountabilities
- Provide early project screening and perform independent due diligence of solid waste projects across the project cycle, including preparing reports for the Bank’s governing bodies, with a strong focus on implementation for operations outside the EU.
- Contribute to the effective and efficient management of workload across teams by cooperating smoothly with other solid waste experts.
- Ensure the proper integration of financial and technical advisory support, both independently and in close cooperation with other solid waste experts, especially for operations with dedicated technical advisory assignments.
- Strengthen cooperation with all solid waste experts within and beyond the Department to build a community of practice and develop the EIB’s solid waste portfolio through integrated advisory and financial support.
- Contribute to portfolio development by working closely with colleagues to offer well-integrated advisory and financial support to EIB clients and beneficiaries.
- Prepare project-related and other briefings in your area of expertise.
- Track the evolution of relevant policy, legislative, regulatory, and operational changes in your area of operation and relevant countries/regions.
- Actively acquire and disseminate knowledge, communicate on the Bank’s activities, and represent the EIB at selected sector events.
- Liaise with EU institutions, international organizations, and stakeholders on policy development and sector issues, as agreed with the Head of Division.
- Advise promoters on project preparation and implementation, often managing consultancy assignments.
- Draft sector studies and policy papers as required, and manage other horizontal responsibilities within the Division.
Qualifications
- University degree (equivalent to a Bachelor minimum), preferably in engineering-related fields (civil, environmental, chemical, etc.) or economics.
- Minimum of 8 years of relevant professional experience, ideally in the solid waste or a related sector.
- Recent experience (preferably within the last 5 years) in solid waste projects within the EU is an advantage. Experience outside the EU in developing country environments is also an advantage.
- Excellent knowledge of English and/or French, with a good command of the other. Knowledge of other EU languages, particularly French, is an advantage.
