About the Role: Rail Rolling Stock Sector Engineer at EIB

As a Rail Rolling Stock Sector Engineer in the EIB’s dynamic MOBILITY Department, you’ll play a pivotal role in assessing and guiding major capital investment projects that impact millions of people. Your expertise will help ensure that rail and transport initiatives are not only technically sound, but also environmentally and economically viable—making a real difference in the way communities connect and thrive. This position is based at our Luxembourg headquarters and requires regular office presence.

You will step into a pivotal role where you will lead the technical assessment of high-impact capital investment projects and programmes in the rail rolling stock sector. Your expertise will also be valued in other transport domains, including rail infrastructure and mobile assets, both within and beyond the EU. You’ll play a key part in evaluating projects from every angle—technical, environmental, economic, and financial—ensuring they meet the highest standards and contribute to the Bank’s mission.

Join the dynamic MOBILITY Department, which is at the forefront of shaping the future of transport across Europe and beyond. Our team covers a wide spectrum of sectors; rail, road, air, and waterborne transport, as well as mobile assets and innovative technologies. As a Rail Rolling Stock Sector Engineer, you’ll collaborate closely with talented engineers and economists, working in multi-disciplinary teams on exciting projects. You’ll also engage with colleagues from Lending, Legal, Transaction Management, and Advisory Services, and build relationships with project promoters and external stakeholders. This role offers the chance to work both inside and outside the EU (and requires travel).

Key Responsibilities

  • Review new projects and programmes at an early stage to ensure alignment with EIB’s Transport Lending Policy and other EIB policy requirements.
  • Evaluate the technical and environmental aspects of transport projects, specifically rail rolling stock, ensuring procurement processes, technical, regulatory, and operational standards are met.
  • Collaborate with economists to identify and manage technical risks, supporting the overall economic and financial assessment of projects.
  • Monitor the implementation of investments and programmes for compliance with loan conditions and EIB policies, during and after project implementation.
  • Work closely with monitoring teams to identify and address any reputational or financial risks for the Bank.
  • Prepare clear, high-quality reports summarizing findings to support decision-making.
  • Provide technical input for documents used by the Bank’s decision-making bodies.
  • Offer technical advice and support for projects and investments, assist in capacity building, and contribute to broader initiatives within and outside the EU.
  • Collaborate with other EIB departments, the European Commission, international financial institutions, and industry associations on transport policy and sector questions.
  • Stay updated on the latest developments in rolling stock technologies, market trends, and regulations, supporting the department with sector-wide tasks.
  • Contribute to sector studies, policy papers, and analyses, particularly in areas of expertise.
  • Represent the Bank at selected sector events, sharing knowledge and building relationships.

Qualifications

  • University degree (minimum Master’s equivalent) preferably in Engineering.
  • Postgraduate qualification and/or professional experience in other relevant fields (e.g., economics, transport planning) would be an asset.
  • At least 5 years of relevant professional experience in transport, preferably in the railway rolling stock sector.
  • Experience should include rolling stock procurement (defining technical specifications, supervision of production and commissioning), manufacturing, operations, asset management, or technical advisory.
  • Preferred experience also includes technical or environmental project monitoring throughout the project lifecycle (planning, design, construction, supervision, commissioning, procurement, contract management, operations or maintenance).
  • Excellent knowledge of English and/or French, with a good command of the other. Knowledge of German or other EU languages is an advantage.

Desired Skills

  • Experience and/or knowledge of other sectors covered by the division (car and truck fleets, shipping, aircraft, EV charging).
  • Experience in multiple EU countries.
  • Exposure to PPP/Project Finance, innovative funding structures, and private sector participation in transport projects.
  • Good knowledge of relevant EU sector policies and regulations, and understanding of the political & operational framework of the Bank.
