About the Role

This full-time, permanent position as a Rail Rolling Stock Sector Engineer is based at the European Investment Bank (EIB)'s Luxembourg headquarters, requiring regular office presence. The EIB, as the European Union's bank, offers a truly international and multi-cultural work environment, including relocation support.

You will join the Projects Directorate (PJ) – Mobility Department (MOBILITY) - Mobile Assets and Deployment Division (MADE) and play a pivotal role in assessing and guiding major capital investment projects impacting sustainable transport across Europe and beyond. Your expertise will ensure rail and transport initiatives are technically sound, environmentally, and economically viable, contributing significantly to modernizing and innovating the transport sector.

Purpose of the Role

As a Rail Rolling Stock Sector Engineer, you will lead the technical assessment of high-impact capital investment projects and programmes primarily in the rail rolling stock sector. Your expertise will also extend to other transport domains, including rail infrastructure and mobile assets, both within and beyond the EU. You will evaluate projects comprehensively—from technical and environmental to economic and financial perspectives—ensuring they meet the highest standards and align with the EIB’s mission.

Specific Post Environment

Join the dynamic MOBILITY Department, which shapes the future of transport across Europe and beyond, covering rail, road, air, waterborne transport, mobile assets, and innovative technologies. You will collaborate with talented engineers and economists in multi-disciplinary teams on exciting projects, engaging with colleagues from Lending, Legal, Transaction Management, and Advisory Services, as well as project promoters and external stakeholders. This role offers variety and opportunities for international travel.

Operating Network

Reporting to the Head of Division, you will interact regularly with colleagues across various Directorates, especially those involved in lending and financial monitoring. Your network will also include project promoters, borrowers, local authorities, consultants, and other external partners, allowing you to build a broad professional network and make a tangible impact on major transport initiatives.

Accountabilities

  • Shape the Future of Transport: Review new projects and programmes to ensure alignment with the EIB’s Transport Lending Policy and other EIB policy requirements.
  • Assess Project Viability: Evaluate technical and environmental aspects of transport projects, particularly rail rolling stock, verifying procurement processes, technical, regulatory, and operational standards.
  • Work as a Team: Collaborate with economists to identify and manage technical risks, supporting the overall economic and financial assessment of projects.
  • Oversee Project Progress: Monitor investment and programme implementation, ensuring compliance with loan conditions and EIB policies during and after project execution.
  • Protect the Bank’s Reputation: Work with monitoring teams to identify and address potential reputational or financial risks for the EIB.
  • Communicate Insights: Prepare clear, high-quality reports summarizing findings to support decision-making.
  • Support Decision-Making: Provide technical input for documents presented to the Bank’s decision-making bodies.
  • Advise and Build Capacity: Offer technical advice and support for projects and investments, contribute to capacity building, and assist broader initiatives within and outside the EU, including drafting terms of reference and overseeing external consultants.
  • Collaborate Widely: Engage with other EIB departments, the European Commission, international financial institutions, and industry associations on transport policy and sector questions.
  • Stay Up to Date: Keep abreast of the latest developments in rolling stock technologies, market trends, and regulations, supporting departmental sector-wide tasks.
  • Contribute to Knowledge: Assist with sector studies, policy papers, and analyses, leveraging your areas of expertise.
  • Represent the EIB: Represent the Bank at selected sector events, sharing knowledge and building relationships.

Qualifications

  • University degree (minimum equivalent to a Master’s) preferably in Engineering.
  • Postgraduate qualification and/or professional experience in other relevant fields (e.g., economics, transport planning) would be an asset.
  • At least 5 years of relevant professional experience in transport, preferably in the railway rolling stock sector (e.g., rolling stock procurement, manufacturing, operations, asset management, or technical advisory).
  • Preferred experience includes technical or environmental project monitoring throughout the project lifecycle, with expertise in areas like planning, design, construction, supervision, commissioning, procurement, contract management, operations, or maintenance.
  • Excellent knowledge of English and/or French, with a good command of the other.

It Would Be An Advantage If You Have

  • Experience and/or knowledge of other sectors covered by the division (car and truck fleets, shipping, aircraft, EV charging), as well as experience in multiple EU countries.
  • Exposure to PPP/Project Finance, innovative funding structures of investments, and private sector participation in transport projects.
  • Good knowledge of relevant EU sector policies and regulations, and understanding of the political & operational framework of the Bank.
  • Knowledge of German would be a strong advantage; knowledge of other EU languages would be an asset.
