Head of Data & Corporate Solutions Department

The European Investment Bank (EIB) is seeking to recruit a Head of Data & Corporate Solutions Department for its Group Information Systems Directorate (GIS), Data & Corporate Solutions Department (DCS) at its headquarters in Luxembourg.

Job Overview

This full-time position, based in Luxembourg, offers the opportunity to lead one of the EIB Group’s most critical transformation areas. The role combines strategic vision, enterprise leadership, and data expertise to shape outcomes at the EIB Group scale. The Data & Corporate Solutions Department reports to the Director General GIS and is responsible for reinforcing the business through effective, innovative, and faster data collection, management, and reporting. It plays a central role in enabling EIB Group digitalization by managing strategic capabilities across data management, ERP solutions, collaborative technologies, and institutional information services.

Key Responsibilities

  • Lead and shape the EIB Group’s critical transformation areas, setting strategic direction for data, analytics, information management, and corporate solutions.
  • Drive enterprise-wide data transformation, positioning data as a strategic asset and overseeing data governance, platforms, analytics, AI, and information services.
  • Design and lead a fit-for-purpose organization, defining structures, roles, skills, and ways of working for large-scale transformation.
  • Act as a trusted partner, providing strategic guidance, influencing investment decisions, and aligning priorities with institutional objectives.
  • Oversee the evolution of information, records, and collaboration services, ensuring lifecycle management, regulatory compliance, and user-centered solutions.
  • Continuously improve efficiency and impact by streamlining information flows, enhancing collaboration, optimizing costs, and modernizing delivery practices.
  • Lead complex delivery ecosystems, including internal teams and external service providers, ensuring robust governance, effective procurement, and high-quality delivery.

Department Structure

The Department comprises:

  • Data Management Division: Enterprise data governance, architecture, quality, and data platforms.
  • Analytics, AI & Reporting Division: BI, analytics, AI/ML engineering, enterprise dashboards, and advanced reporting.
  • Record & Information Resources Division: Records management, archives, information lifecycle, and institutional knowledge.
  • Corporate Solutions / ERP Division: ERP strategy, HR/Finance/Procurement systems, workflow digitisation, and process optimisation.

Qualifications and Experience

  • University degree (minimum equivalent to a Bachelor) in Data Science, Information Management, Computer Science, Engineering, Business, or a related domain.
  • At least 10 years of progressive experience in senior leadership roles with responsibility for enterprise-scale data, digital, or technology-enabled transformation.
  • At least 5 years in a people leadership or managerial role, leading large teams and complex, multi-stakeholder transformation initiatives.
  • Proven leadership of major enterprise-level transformation programs involving data, digital platforms, or technology-enabled change.
  • Strong, hands-on experience in data management and data governance, positioning data as a strategic asset.
  • Demonstrated experience with modern data and technology environments (cloud, automation, advanced analytics).
  • Solid experience managing external partners and outsourced services.
  • Broad understanding of information management and digitalization practices.
  • Ability to quickly understand complex organizational processes and translate them into effective solutions.
  • Excellent knowledge of English. Knowledge of other EU languages is an advantage.
