Associate Data and Information Governance Officer

This position is based at our Luxembourg headquarters and requires regular office presence. The EIB offers you the opportunity to live and work in a truly international and multi-cultural environment, including relocation support.

The European Investment Bank (EIB) is seeking to recruit an Associate Data and Information Governance Officer for its Group Information Systems Directorate (GIS), Digital Transformation & Innovation Department (DTI), Data & Information Governance Division (DIG), Policies and Forums Unit (PF) at its headquarters in Luxembourg.

This is a full-time, permanent position at grade 4, with panel interviews anticipated for March/April 2026.

Purpose

The primary purpose of this role is to design and maintain data and information governance policies and frameworks across various domains. These domains include metadata management, data quality, reporting, and End-User Computing, as well as information classification and data leakage protection. This ensures that the EIB Group adheres to best banking principles (BBP).

Operating Network

The Data and Information Solutions Department drives the EIB Group’s information and data management practices and systems, aligning with relevant policies, frameworks, and information management best practices for both data and other information assets. The aim is to ensure high-quality data and information assets for EIB core processes and corporate decision-making, supporting the drive for digitalization, efficiency, and the implementation of the BBP.

The Associate Data and Information Governance Officer reports to the Head of the Unit and contributes to the implementation and maintenance of data and information governance policies, processes, and guidelines. With support from senior team members, this officer will provide guidance on the applicability of these frameworks.

Accountabilities

  • Identify and implement opportunities for the development of EIB Group data and information policies, principles, processes, monitoring, and solutions, incorporating business/user feedback for knowledge sharing.
  • Provide guidance to data and information governance stakeholders on the applicability of policies, processes, and guidelines, particularly in areas like data glossary, data architecture, data quality, reporting, and information management, ensuring alignment with best practices.
  • Collaborate with other units to ensure clear guidance and understanding of policies for regular follow-up of ongoing projects.
  • Share insights and experience, promoting awareness of the value of corporate data and information. Facilitate knowledge exchange through forums and working groups with data and information actors across the EIB Group, as well as the Information Governance Steering Committee.
  • Autonomously prepare for Information Governance Steering Committees and other regular reporting needs.
  • Provide training and guidance on data and information governance frameworks to various actors, preparing and animating regular working groups to ensure documentation standards and high data and information quality.
  • Contribute to the continuous improvement of the EIB Group-wide corporate data and reporting governance strategy.
  • Participate in special initiatives beyond the strict boundaries of own domain, ensuring realization within set scope, time, and budget.

Qualifications

  • University degree (minimum equivalent to a Bachelor) preferably in information technology, information management, business, or finance.
  • 3 years of relevant experience, including at least 1 year covering data governance and/or data management activities, ideally within the financial services sector and an international context.
  • Very good knowledge of information management related to regulatory frameworks.
  • Good knowledge of data governance and data management best practices, policies, standards, and control frameworks.
  • Familiarity with data-related best banking practices and standards (e.g., BCBS 239).
  • Experience with metrics gathering, tracking, and reporting.
  • Knowledge of project management principles, methods, and practices in an information management or data management environment, including structured databases, data warehouses/analytical data stores, data modelling, and metadata management.
  • Experience implementing information management related standards (ISO 15489), policies, procedures, guidelines, and best practices would be an advantage.
  • Experience in managing change processes (change control management) providing managed services is a plus.
  • Desire and ability to learn new tools, processes, and tasks.
  • Ability to engage resources outside of direct control to achieve objectives.
  • Excellent knowledge of English and/or French, with a good command of the other. Knowledge of other EU languages would be an advantage.
