About the European Union Delegation to the State of Israel

The European Union (EU) is a robust economic and political partnership comprising 27 European countries. It plays a significant role in international affairs through diplomacy, trade, development aid, and collaboration with global organizations. Abroad, the EU is represented by 145 diplomatic representations, known as EU Delegations, which function similarly to embassies.

The EU Delegation to the State of Israel, located in Tel Aviv, works in close coordination with the Embassies and Consulates of the 27 EU Member States. It operates as a fully-fledged diplomatic mission, representing the European Union in its dealings with the Israeli government on matters within the EU's remit.

What We Offer

We are offering a two-year contract, extendable for up to seven years, for the position of Accounts Clerk (Local Agent Group 3) within the Delegation's Administration Section. The team currently consists of nine dedicated colleagues. The expected start date for this role is 1st April 2026.

Responsibilities of an Accounts Clerk

The successful candidate will provide essential support to the Head of Administration in managing the Delegation in accordance with established rules and regulations. This role involves offering administrative support to all sections of the Delegation, under the direct supervision of the Head of Administration, particularly concerning the execution of the administrative budget and Imprest account. Key tasks and duties include:

  • Following up on the execution of the authorized budget and updating relevant budget follow-up files.
  • Assisting in the preparation of budget estimates for the Delegation's annual operating budget.
  • Supporting the preparation and monitoring of financial aspects related to Calls for Proposals and Calls for Tenders.
  • Preparing and updating third-party and contractor files registered in the Business Partner’s database.
  • Following up on commitment budget requests in the BudgDEL application, processing commitment of granted/allocated budget, and proceeding to de-commitment in the ABAC/SUMMA accounting application.
  • Being involved in managing contract files and consumption resulting from payments.
  • Acting as the initiating agent for Legal and Budgetary Commitments (ABAC/SUMMA) and De-commitments.
  • Executing financial transactions, including preparing and following up on payment files, ensuring correct budget line/commitments, supporting documents, and compliance with regulations.
  • Ensuring payment distribution (bank, contractors) and proper payment filing.
  • Following up on representation costs and expenditure on the Press & Information budget.
  • Maintaining data in specialized applications like ABAC Assets for registration and classification of items (assets), local physical inventory exercises, and write-off procedures.
  • Performing any other ad-hoc tasks assigned by the Head of Administration or the Head of Delegation.

The base salary will be determined by relevant and verified employment experience, typically starting from ILS 12,514. A competitive benefits package, subject to certain conditions, includes personal leave days, public holidays, health insurance, and a retirement savings plan.

Minimum Requirements / Eligibility Criteria

To be considered for this Accounts Clerk position, applicants must meet the following criteria:

  • Completed second-level education.
  • A minimum of 1.5 years of relevant experience.
  • Fluent in Hebrew and English (speaking, reading, writing).
  • Israeli citizenship or a valid work permit for Israel.

Assets / Selection Criteria

  • Proactive approach, team player, willingness to assist others, strong organizational skills, and flexibility in responding to internal and external changes.
  • A degree or at least an accounting diploma (1+2 in accountancy) is an advantage.
  • Knowledge of another European language is an advantage.
  • High level of discretion, strong sense of responsibility, detail-oriented, good time management, and interpersonal skills.
  • Experience in administrative support and/or human resources.
  • Ability to work independently and/or as a team member in a multicultural environment.
  • Experience working in an international organization or embassy.
  • Advanced skills in Microsoft Office suite.

The Selection Process

After the application deadline of 27 February 2026 at 13:00 (Tel Aviv time), a Selection Committee will review all applications. The Committee will prepare a shortlist of the most suitable candidates based on a preliminary assessment of the information provided in their application letter and supporting documents. Shortlisted candidates will proceed to an assessment phase, including an interview and a written test.

Candidates who are not shortlisted will not be contacted individually. However, the Delegation will use the same public channels as this Vacancy Notice to inform all remaining candidates once the recruitment procedure is complete and a candidate has (or has not) been recruited.
