About the European Union and EU Delegation to Israel
The European Union (EU) is an economic and political partnership between 27 European countries, playing a vital role in international affairs through diplomacy, trade, development aid, and collaboration with global organizations. Abroad, the EU is represented by 145 diplomatic representations, known as EU Delegations, which function similarly to embassies. The EU Delegation to the State of Israel in Tel Aviv works closely with the Embassies and Consulates of the 27 EU Member States. We operate as a fully-fledged diplomatic mission, representing the European Union in dealings with the Israeli government on matters within the EU’s remit.
What We Offer
We are offering a two-year contract, extendable up to seven years, for the post of Secretary (Local Agent Group 3) within our Finance, Contracts and Audit Section. This section comprises a team of three dedicated colleagues.
The successful candidate will undertake functions based on the evolving needs of the Delegation and will report directly to the Head of the Finance, Contracts and Audit Section. The Secretary will provide essential daily administrative and organizational support to the Finance, Contracts, and Audit Section, along with general administrative assistance to the Cooperation Section. These sections work in close collaboration to ensure the efficient implementation of EU-funded cooperation programmes.

Main Tasks And Duties
- Provide secretarial support and ensure the effective administrative functioning of the section in line with internal procedures and workflows.
- Manage the timely registration and filing of various documents, including invoices, reports, letters, etc.
- Organize meetings, field visits, and financial and operational on-the-spot checks.
- Assist in the preparation and processing of contracts, amendments, and related documents.
- Provide secretarial support to evaluation committees for procurement procedures and calls for proposals.
- Assist with the preparation and implementation of external audits and expenditure verifications in accordance with the Delegation’s Control Plan.
- Monitor key performance indicators and generate reports.
- Manage the archiving system.
- Perform other secretarial and administrative duties as assigned by the hierarchy.
Compensation and Benefits
The base salary will be determined by relevant and verified employment experience, typically starting from ILS 12,514. A competitive benefits package is offered, subject to certain conditions, which includes personal leave days and public holidays, health insurances, and a retirement savings plan. The expected start date for this position is 15 March 2026.
Minimum Requirements / Eligibility Criteria

- Completed second level education.
- Minimum of two (2) years of experience performing the above-mentioned tasks.
- Fluent in Hebrew and English (speaking, reading, writing).
- Israeli citizenship or a valid work permit for Israel.
- Strong computer literacy, with excellent knowledge of Excel.
Assets / Selection Criteria

- Knowledge of Arabic language and/or other European Union languages.
- Experience in international organizations or diplomatic entities.
- Knowledge and/or experience in finance or accounting.
- Familiarity with EU rules and procedures.
- Self-starter, motivated, ability to work alone and/or in a team, respecting deadlines.
- Ability to deal with stress situations, high degree of responsibility and discretion in handling financial files.
- Readiness to help and/or replace colleagues for a variety of tasks in the section.
- Good oral and written communication skills, strong drafting ability.
- Quick problem-solving and solution orientation.

The Selection Process
After the application deadline, a Selection Committee will review all applications to prepare a short-list of the most suitable candidates based on a preliminary assessment of the provided application letter and supporting documents. Short-listed candidates will then be invited to an assessment phase, which includes an interview and a written test. Candidates who are not short-listed will not be contacted individually. However, the Delegation will use the same publication channels as for this Vacancy Notice to inform all remaining candidates once the recruitment procedure has concluded and a candidate has been selected.
