Job Description

About the European Union Delegation to the State of Israel

The European Union (EU) is an economic and political partnership between 27 European countries, playing a significant role in international affairs through diplomacy, trade, development aid, and collaboration with global organizations. Globally, the EU is represented by 145 diplomatic representations, known as EU Delegations, which function similarly to embassies.

The EU Delegation to the State of Israel, located in Tel Aviv, works in close coordination with the Embassies and Consulates of the 27 EU Member States. We operate as a fully-fledged diplomatic mission, representing the European Union in dealings with the Israeli government on matters within the EU's remit.

We Offer

This is a two-year contract, extendable up to seven years, for the post of Accounts Clerk (Local Agent Group 3) within the Delegation’s Administration Section. The team comprises nine dedicated colleagues.

Role Description: Accounts Clerk

The recruited Accounts Clerk will be assigned functions based on the Delegation's evolving needs. Initially, the successful candidate will perform specific job functions as an Accounts Clerk, which may be adjusted in line with Delegation requirements. In this role, the Accounts Clerk will provide essential support to the Head of Administration in managing the Delegation in adherence to existing rules and regulations. This position involves offering administrative support to all sections of the Delegation, under the direct supervision of the Head of Administration, particularly in executing the administrative budget and Imprest account. The primary tasks and duties include:

  • Following up on the execution of the authorized budget and updating relevant budget follow-up files.
  • Assisting in the preparation of budget estimates for the Delegation's annual operating budget.
  • Supporting the preparation and monitoring of the financial aspects of Calls for Proposals and Calls for Tenders.
  • Preparing and updating third-party and contractor files registered in the Business Partner’s database.
  • Following up on commitment budget requests in the BudgDEL application, proceeding with commitment of granted/allocated budget, and de-commitment in the ABAC/SUMMA accounting application.
  • Involvement in contracts files and contract consumption resulting from payments.
  • Acting as an initiating agent for Legal and Budgetary Commitments (ABAC/SUMMA) and De-commitments.
  • Executing financial transactions: preparing and following up payment files, ensuring correct budget line/commitments, supporting documents, and compliance with regulations.
  • Ensuring payment distribution (bank, contractors) and proper payment filing.
  • Following up on expenditure related to representation costs and the Press & Information budget.
  • Maintaining data in specialized applications like ABAC Assets for registration and classification of items, conducting local physical inventory exercises, and managing write-off procedures.
  • Performing any other ad-hoc tasks assigned by the Head of Administration or the Head of Delegation.

Compensation and Benefits

The base salary will be determined by relevant and verified employment experience, typically starting from ILS 12,514. A competitive benefits package is offered, subject to certain conditions, including personal leave days, public holidays, health insurance, and a retirement savings plan.

The expected start date for this position is 1st April 2026.

Minimum Requirements / Eligibility Criteria

To be considered for this application, candidates must meet the following essential criteria:

  • Completed second-level education.
  • A minimum of 1.5 years of relevant employment experience.
  • Fluency in both Hebrew and English (speaking, reading, writing).
  • Israeli citizenship or a valid work permit for Israel.

Assets / Selection Criteria

These criteria form the basis for awarding points to select the most suitable applicant:

  • Proactive approach, team player, willingness to assist others, strong organizational skills, and flexibility in response to internal and external changes.
  • A degree is an advantage, or at least an accounting diploma 1+2 in accountancy.
  • Knowledge of another European language is an advantage.
  • High level of discretion, strong sense of responsibility, detail-oriented, good time management, and excellent interpersonal skills.
  • Experience in administrative support and/or human resources.
  • Ability to work independently and/or as a team member in a multicultural environment.
  • Experience working in an international organization or embassy.
  • Advanced skills in Microsoft Office suite.

How to Apply

Please submit your application and supporting documents to eeasjobs-132@eeas.europa.eu. The application package must include a motivation letter and a detailed CV using the Europass template (https://europass.cedefop.europa.eu/) in PDF format. Incomplete applications will not be considered.

Preselected candidates will be invited for an interview and may be required to pass a written test.

The Delegation will not provide additional information or discuss the selection procedure by telephone. For any queries regarding this procedure, please email DELEGATION-ISRAEL-HR@eeas.europa.eu.

If selected, the candidate will need to provide all supporting documents proving Israeli nationality/employment permit under local law, diplomas, and professional experience declared in the CV.

The Selection Process

After the application deadline, a dedicated Selection Committee will review all applications. This committee will create a shortlist of candidates deemed most suitable for the post based on a preliminary assessment of the information provided in their application letter and supporting documents. Shortlisted candidates will then be invited to an assessment phase, which includes an interview and a written test.

Candidates who are not shortlisted will not be contacted individually. However, the Delegation will use the same means of publication as this Vacancy Notice to inform all remaining candidates once the recruitment procedure is complete and a candidate has (or has not) been recruited.
