The European Union (EU) is an economic and political partnership between 27 European countries, playing an important role in international affairs through diplomacy, trade, development aid, and collaboration with global organizations. Abroad, the EU is represented through 145 diplomatic representations, known as EU Delegations, which function similarly to embassies.
The EU Delegation to the State of Israel in Tel Aviv operates in close coordination with the Embassies and Consulates of the 27 EU Member States. We are a fully-fledged diplomatic mission representing the European Union in dealings with the Israeli government on matters within the EU's remit.
We offer
A two-year contract, extendable up to seven years, for the post of Accounts Clerk (Local Agent Group 3) within the Delegation’s Administration Section. The team consists of nine colleagues. The expected start date for this position is 1st April 2026.
Required
The successful candidate will serve as support staff to the Head of Administration, assisting in the management of the Delegation in accordance with existing rules and regulations. This role provides administrative support to all sections of the Delegation under the direct supervision of the Head of Administration, particularly in executing the administrative budget and Imprest account. Main tasks and duties currently include:
- Following up on the execution of the authorized budget and updating relevant budget follow-up files.
- Assisting in the preparation of budget estimates for the Delegation's annual operating budget.
- Assisting in the preparation and monitoring of financial aspects of Calls for Proposals and Calls for Tenders.
- Preparing and updating third party and contractor files registration in the Business Partner’s database.
- Following up on commitment budget requests in the budget application (BudgDEL), proceeding to commitment of granted/allocated budget, and de-commitment in the accounting application (ABAC/SUMMA).
- Involvement in contracts files and contracts consumption resulting from payments.
- Initiating agent for Legal and Budgetary Commitments (ABAC/SUMMA) and De-commitments.
- Executing financial transactions: preparing and following up on payment files, ensuring correct budget line/commitments, supporting documents, and compliance with regulations.
- Ensuring payment distribution (bank, contractors) and payments filing.
- Following up on the expenditure of representation costs and the Press & Information budget.
- Maintaining data in specialized applications like ABAC Assets for registration and classification of items, local physical inventory exercises, and write-off procedures.
- Performing any other ad-hoc tasks assigned by the Head of Administration or the Head of Delegation.
The base salary will depend on relevant and verified employment experience, typically starting from ILS 12,514 per month. A competitive benefits package, subject to certain conditions, includes personal leave days, public holidays, health insurance, and a retirement savings plan.
Minimum Requirements / Eligibility Criteria
- Completed second level education.
- Minimum of 1.5 years of relevant experience.
- Fluent in Hebrew and English (speaking, reading, writing).
- Israeli citizenship or a valid work permit for Israel.
Assets / Selection Criteria
- Proactive, team player, ready to assist others, organizational skills, flexibility in response to internal and external changes.
- Degree or at least an accounting diploma 1+2 in accountancy, an advantage.
- Knowledge of another European language, an advantage.
- High level of discretion, sense of responsibility, detail-oriented, good time management, and interpersonal skills.
- Experience in administrative support and/or human resources.
- Ability to work independently and/or as a team member in a multicultural environment.
- Experience in working in an international organization or embassy.
- Advanced skills in Microsoft Office suite.

The Process
After the application deadline, a Selection Committee will review applications and create a short-list of the most suitable candidates based on the information provided. Short-listed candidates will be invited to an assessment phase, including an interview and a written test.
Candidates not short-listed will not be contacted individually. However, the Delegation will use the same means of publication as this Vacancy Notice to inform all remaining candidates once the recruitment procedure is complete and a candidate has (or has not) been recruited.
