Position Overview
ECS is seeking an experienced NIH NIAID Enabling and Advancing Technologies (NEAT) Program Manager to work remotely while providing Portfolio Financial and Contract management services. This engagement blends management, technology development, software engineering, bioinformatics support, and professional development. Please note: This position is contingent upon contract win.
Programmatic Support
The NIAID NEAT Program Manager is the single point of contact, responsible for status reporting and progress updates to the NIAID CO and COR. Key responsibilities include:
- Working closely with NIAID business domain leaders and stakeholders.
- Preparing a Task Order Management Plan with detailed deliverables.
- Establishing CI/CD pipelines for all NIAID software applications.
- Tracking program milestones, deliverables, and compliance with funding agreements.
- Monitoring and reporting program performance metrics.
Financial Management
The role requires development and execution of program budgets, forecasting, and financial tracking along with:
- Managing team finances and burn rates.
- Analyzing financial data to identify risks and opportunities.
- Preparing financial reports for stakeholders.
Task Order Management
Coordinate procurement of supplies, materials, supporting software licenses and service agreements while ensuring quality and compliance with contract requirements. Support growth across the business unit and market the team’s accomplishments.
Additional Details
Salary Range: $150,000 - $190,000

Qualifications
- Bachelor's degree in Computer Science, Information Security, or related field.
- Active Public Trust or higher security clearance.
- Minimum 10 years experience with Health IT software development using Agile and DevOps/DevSecOps.
- At least 5 years in Program, Financial, or Portfolio Management.
- PMP Certification is required.
- Residency within the Washington DC Metro area with necessary travel within CONUS as needed.
