ECS Tech Inc is seeking a Financial Analyst to work in our Silver Spring, MD office. This role supports the Office of Marine and Aviation Operations (OMAO) under the Resource Management Division.

The position involves working directly with Execution and Formulation teams to focus on labor forecasting and position management, as well as supporting budget planning and labor reporting.

Key Responsibilities

• Labor projecting and forecasting for annual and incremental plans.
• Quarterly staffing and labor reporting for NOAA’s appropriation.
• Assisting budget execution for salary approvals and funding plans.
• Monitoring and updating position status and salary information.
• Estimating positions, full time equivalents and annual spend costs.
• Analyzing actuals to determine labor lapse and planning applications.
• Developing templates for tracking labor projection costs.
• Analyzing labor costs to develop composite rates for NOAA Corps officers.
• Maintaining spreadsheets and tracking tools for budget planning.

Qualifications

• Solid foundation in finance/accounting principles and practices.
• In-depth knowledge of federal budgeting and financial management.
• Experience with government financial systems, audits, and asset management.
• Proven experience in teaming, planning, executing, and reporting complex projects.
• Excellent communication skills with high attention to detail.
