Overview
ECS is seeking an experienced NIH NIAID Enabling and Advancing Technologies (NEAT) Program Manager. This remote role involves providing portfolio financial and contract management services, along with oversight of technology development, applications/software engineering, bioinformatics support, and professional development. Please note: This position is contingent upon contract win.
Programmatic Support
- Work closely with NIAID business domain leaders and stakeholders.
- Prepare a Task Order Management Plan detailing labor categories, hours, and approaches.
- Establish CI/CD pipelines for all NIAID software applications.
- Track and manage program milestones and deliverables.
- Monitor and report on program performance metrics.
Financial Management
- Develop and execute program budgets and forecasts.
- Manage finances and burn rates, augmenting staff as needed.
- Analyze financial trends and identify risks and opportunities.
- Prepare financial reports and presentations for stakeholders.
Task Order Management
- Coordinate ODC procurement, supplies, and supporting licenses.
- Ensure quality, compliance, and delivery of contract requirements.
- Support growth opportunities and market team achievements.
Qualifications & Requirements
- Bachelor's degree in Computer Science, Information Security, or related field.
- Active Public Trust or higher security clearance.
- Minimum 10 years supporting Health IT software development initiatives using Agile and DevOps/DevSecOps.
- 5+ years in Program, Financial, Portfolio Management or cloud migration/modernization.
- PMP Certification.
- Reside within the Washington DC Metro area with travel as required.
