About The Role

The Program Communications Specialist will work under the direct supervision of the Team Leader/MERL Lead in coordination with the Program Leadership Team to undertake the following responsibilities:

Key Responsibilities

  • Strategic Communications Delivery: Demonstrate the ability to plan, implement, and manage communications strategies that effectively support program objectives, activities, and stakeholder engagement.
  • Policy and Brand Compliance: Apply a strong working knowledge of DFAT and DT Global branding, visibility, and communications requirements to ensure all products and activities are fully compliant.
  • Communications Planning and Coordination: Contribute to the development, implementation, and periodic review of the program communications plan, ensuring alignment with program priorities and timelines.
  • Content Development and the Highest Editorial Quality: Produce, edit, and quality-assure a wide range of communications products—including media releases, reports, newsletters, presentations, advocacy materials, and promotional outputs—tailored to diverse audiences.
  • Knowledge Products and Visibility Materials: Coordinate the development of program knowledge and visibility materials (e.g., standees, booths, backdrops, audio-visual products), ensuring high technical quality and consistency of messaging.
  • Leadership and Senior Management Support: Provide responsive and high-quality communications support to the Program Leadership Team, including drafting reports, presentations, event planning, talking points, and donor-facing materials.
  • Digital and Social Media Engagement: Develop and manage content for digital and social media platforms, demonstrating the ability to increase reach, engagement, and visibility through targeted outreach activities.
  • Regional and Partner Communications: Support the design and delivery of regional-level communications initiatives and work collaboratively with partner agencies to implement joint communications and awareness activities.
  • Monitoring, Evaluation, Research, and Learning (MERL) for Communications: Establish and apply communications performance metrics, analyse results and trends, and report on the effectiveness and impact of communications activities.
  • Knowledge Capture and Storytelling: Proactively identify, document, and disseminate program results, lessons learned, and good practices, including development of evidence-based stories and case studies under the guidance of the MERL Lead.

About You

Selection Criteria

Essential Experience And Knowledge

  • Educational Background: Completion of a bachelor’s degree in communications, journalism, information management, or a related discipline.
  • Relevant Professional Experience: Demonstrated minimum of five (5) years of progressively responsible experience in communications, public information, public relations, journalism, or related fields, preferably within development or donor-funded contexts.
  • Writing and Editorial Competence: Proven ability to produce high-quality written materials, including analytical reports, public-facing communications, and stakeholder engagement products, using clear, accurate, and audience-appropriate language.
  • Digital and Technical Communications Skills: Demonstrated competence in digital communications, including social media management, online content development, document formatting, and use of content management systems (CMS); submission of sample work required.
  • Campaign Design and Implementation: Demonstrated experience designing and coordinating communications campaigns that deliver coherent messaging across multiple channels and products.
  • Storytelling and Contextual Awareness: Ability to identify and develop compelling stories, with sound judgement in navigating political sensitivity, public perceptions, and local development contexts.
  • Visual and Multimedia Skills: Practical experience in photography and digital media, including basic graphic design, video editing, and publication layout.
  • Planning and Delivery: Demonstrated ability to plan, prioritise, and manage multiple tasks simultaneously, meeting deadlines while maintaining high quality standards.
  • Stakeholder Engagement: Proven ability to build and sustain effective, collaborative working relationships with diverse stakeholders, including government, donors, partners, and internal teams.
  • Innovative Use of Tools and Technology: Demonstrated ability to effectively use Artificial Intelligence (AI) and digital tools to enhance communications efficiency, quality, and reach.
  • Safeguards and Risk Awareness: Demonstrated experience or applied knowledge in safeguards assessment and management, particularly in relation to child safety and environmental safeguards.
  • Values and Development Practice: Demonstrated commitment to gender equality, social inclusion, and climate resilience, and the ability to integrate these priorities into communications and program delivery. A sound understanding of development principles, good international development practice, and stakeholder engagement approaches.
