About the role
Program Analyst
This position is recruited under 10 USC 1599f into the Cyber Excepted Service (CES) and does NOT convey eligibility for conversion to the Competitive Service. It is necessary to support the mission of the US Cyber Command and is located in the DISA DATA CTR LOB/SITE MGMT BRANCH.
Duties
- Provide hands-on subject matter expertise to agency programs, projects, and services, ensuring compliance with Federal Acquisition Regulations (FAR).
- Serve as the primary interface with the contract management/administration office and principal advisor to the Program Manager (PM) on all procurement-related resources.
- Lead the preparation of briefings for senior staff and high-level managers within the organization and DISA.
- Provide guidance and support to Program Managers and Contracting Officer Representatives (CORs) at all levels.
- Monitor all acquisitions on the acquisition tracking systems and report key milestones to the PM.
Requirements
Conditions of Employment:
- Must be a U.S. Citizen.
- Males born after 12-31-59 must be registered or exempt from Selective Service.
- This national security position requires a favorable suitability review and security clearance.
- Must obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI).
- Must complete Foundational Qualifications within 9 months and Residential Qualification requirements within 12 months, per DoD 8140 policy.
- Subject to drug testing.
- Must complete an OGE Form 450, Confidential Financial Disclosure Report within 30 days of appointment.
Qualifications
To qualify at the GG-13 level, you must have at least one year of experience demonstrating the competencies necessary for immediate success. Qualifying experience includes:
- Developing procurement packages; OR
- Serving as a liaison between the program office and the contracting officer; OR
- Contract management as a Contracting Officer Representative (COR).
Candidates must describe how they meet the qualifying experience in their resume. All qualifications must be met within 30 days after the closing date of the announcement.
Education
There is no substitution of education for the qualifying experience at the GG-13 grade level.

- A three-year trial period may be required.
