Summary

This Program Analyst position at the Defense Information Systems Agency is being recruited under 10 USC 1599f into the Cyber Excepted Service, meaning it does NOT convey eligibility to be converted to the Competitive Service. It is identified as crucial for the mission of the US Cyber Command, falling under the Professional Work Category at the Full Performance Work Level within the CES Occupational Structure. This role is located in the DISA - FE/IT Services Division.

Duties

As a Program Analyst, you will primarily handle acquisition planning tasks for approved programs, developing and managing requirements and completing acquisition strategy documents. You will continuously analyze program progress and success based on effectiveness, efficiency, cost-effectiveness, and schedule adherence. This role involves the development and execution of written Quality Assurance Surveillance Plans, alongside preparing and submitting Contractor Performance Reports. You will create briefing materials to justify and explain proposed acquisition strategies and collaborate with DoD agencies, customers, and leadership to define specific objectives for program acquisitions. A key responsibility includes reviewing and evaluating the effectiveness of contracting actions in achieving overall C4E mission goals.

Requirements

Applicants must be U.S. Citizens. Males born after 12-31-59 must be registered or exempt from Selective Service. This national security position requires a favorable suitability review and security clearance, with failure to maintain eligibility resulting in termination. In accordance with DoD 8140 policy, Foundational Qualifications must be completed within 9 months and Residential Qualification requirements within 12 months. This is a drug testing designated position, and the incumbent must submit a Financial Disclosure Statement (OGE-450) upon entry and annually.

Qualifications

To qualify at the GG-13 level, your resume must demonstrate at least one year of experience equivalent to the next lower grade level in federal service. This qualifying experience includes working processes involving acquisition, budgeting, analyzing, or project planning for IT policies and strategies. It also encompasses providing advice, guidance, and direction to lower-graded staff, as well as coordinating and conducting evaluative research or analyzing policies. All qualifications must be met within 30 days after the closing date.

Additional Information

This position is in the Excepted Service and does not lead to conversion to the Competitive Service. A three-year trial period may be required. This role is subject to Situational Telework Only. Individuals selected for drug testing designated positions will undergo urinalysis. An OGE Form 450, Confidential Financial Disclosure Report, is required within 30 days of appointment. Moving costs, recruitment, relocation, or retention incentives MAY be authorized. The position is covered under DoD Manual 8140.
