Job Description
Policy Director
The Policy Director (PD) serves as the senior policy authority and strategic lead for all policy development and committee support activities under the OPTN Policy Process and Committee Support Task Order. The PD is responsible for ensuring that all policy products are evidence-based, operationally feasible, and aligned with HRSA priorities, the National Organ Transplant Act (NOTA), and the OPTN Final Rule.
Key Responsibilities:
- Provide strategic leadership and direction for OPTN policy development, analysis, and implementation activities.
- Serve as the primary policy liaison to HRSA, OPTN committees, and key stakeholders on all substantive policy matters.
- Oversee the development, review, and approval of policy products, including briefs, proposals, and committee materials.
- Ensure policy recommendations are grounded in clinical realities, data availability, and operational impact across the transplant system.
- Guide committees and workgroups through complex policy issues, supporting clear decision-making and consensus development.
- Identify policy risks, dependencies, and implementation considerations, and coordinate mitigation strategies with project leadership.
- Ensure consistency, accuracy, and traceability across all policy outputs and alignment with federal expectations.
- Collaborate with analytic, operational, and technical teams to ensure policy proposals are feasible and informed by available data and system constraints.
Qualifications:
- Advanced degree in public policy, health policy, healthcare administration, law, or a related field.
- 10+ years of experience in health policy, regulatory oversight, or healthcare program leadership.
- Demonstrated experience supporting federal healthcare programs, ideally within HRSA, HHS, or OPTN-related environments.
- Deep knowledge of organ procurement and transplantation policy, governance, and regulatory frameworks preferred.
- Experience working with multi-stakeholder committees, including clinicians, federal partners, and public representatives.
- Proven ability to translate complex clinical, regulatory, and data inputs into clear, actionable policy recommendations.
Preferred Qualifications:
- Direct experience with OPTN policy development processes, committees, or related activities.
- Familiarity with transplant data systems, including limitations and appropriate use in policy development.
- Experience navigating high-visibility, high-scrutiny policy environments.
