Procurement Analyst / Buyer at Culmen International

Culmen International is seeking a dedicated Procurement Analyst / Buyer to provide crucial support for the Defense Logistics Agency (DLA). This role contributes directly to DLA Distribution's mission, a combat support organization responsible for a unified material distribution system for the Department of Defense. Our objective is to deliver an integrated pipeline that consistently sustains the Armed Forces globally through innovative, tailored, and continuously improving logistics services in terms of cost, timeliness, and value.

DLA Distribution's responsibilities encompass the receipt, storage, issue, packaging, and global transportation of all items under DLA and military services' accountability, along with specialized distribution services for specific customers.

Role Overview

The Procurement Analyst / Buyer (DPA/B) is vital for developing procurement and specific supplier strategies. This includes evaluating, recommending, and implementing procurement activities related to securing suppliers, logistics, and materials. The DPA/B will facilitate coordination between Procurement, Supply Chain organization, and Operations teams, monitoring supplier pricing and strategies to support the contract effectively.

Key Responsibilities

  • Conduct market research, and purchase materials, supplies, and services at the most favorable terms for the Government, in strict accordance with the Competition in Supplies provisions of the basic contract.
  • Qualify vendors, thoroughly evaluate bids, and skillfully negotiate prices and terms for all purchased goods and services.
  • Track purchases diligently, monitor vendor quality, and maintain a current and comprehensive database of vendor information.
  • Ensure compliant procurement of all necessary materials and services.
  • Perform detailed cost analysis and maintain robust vendor tracking records.
  • Ensure all documentation is meticulously prepared for audit readiness.
  • Conduct thorough needs assessments and provide actionable recommendations to Program leadership.
  • Represent the organization professionally at both internal and external meetings and forums.
  • Collaborate effectively with other trainers, managers, and government Points of Contact (POCs) to ensure procurement strategies align perfectly with Contract goals and requirements.
  • Maintain strict confidentiality and exercise impeccable discretion when handling sensitive information.
  • Ensure that all compliance, performance, and reporting requirements are met successfully.
  • Recommend, develop, implement, and enforce robust procedures and programs to significantly increase efficiency and improve cost-effectiveness for the program.
