Systems Analyst 3 – CAPPS Security & IAM
A Texas state government agency is seeking a Systems Analyst 3 to join its Fiscal Management Statewide Fiscal Systems team, supporting the Centralized Accounting and Payroll/Personnel System (CAPPS) Program. This program includes HR/Payroll (with Recruit functionality), Financials, STARR, and all ancillary systems. The role involves providing advanced consultative services and technical assistance as a subject matter expert in security, identity and access management (IAM), and segregation of duties (SoD) within a multi-tenant ERP environment. Adaptability and the ability to integrate new systems are essential.
Key Responsibilities
- Oversee IAM workflows including account lifecycle management, provisioning, de-provisioning, and access reviews for TDIS and CAPPS security framework.
- Manage and enforce role-based access control (RBAC) and least-privilege models.
- Design and maintain SoD rules; identify and remediate SoD conflicts.
- Review and validate security roles, permission sets, and custom authorizations within CAPPS and ancillary systems.
- Monitor and analyze authentication, authorization, and privilege-escalation logs for suspicious activity.
- Oversee secure integration of third-party applications using SAML, OAuth, OIDC, SCIM, and custom APIs.
- Validate CAPPS application changes, customizations, and workflows for security and compliance impact.
- Respond to and investigate identity-related security incidents.
- Serve as a subject matter expert and perform Delegated Administration Level 3 for TDIS.
- Act as a subject matter expert for PathLock products (UAR, SSO, Data Masking, A360); implement, support, and maintain them.
- Ensure digital products meet WCAG 2.1 accessibility standards.
- Assist with annual IT control audits related to CAPPS Central applications.
- Ensure contract data security, user permissions, audit trails, and compliance with standards.
- Perform technical reviews of contract templates, metadata structures, workflows, and automation rules.
- Provide technical oversight and support for SLAs, system monitoring, environment analysis, hardware/software evaluation, network troubleshooting, migration paths, coding standards, security standards, compare reports, application change management review, and batch scheduling review.
- Maintain documentation for architecture, configuration, integrations, and change management.
- Support reporting and analytics for contract KPIs, compliance metrics, and lifecycle performance.
- Review and suggest approval for Technical Deliverables related to CAPPS Architecture, SDLC, Disaster Recovery, Security Plans (SSP), and Technology plans.
- Plan and coordinate technical upgrades (e.g., PeopleSoft image, Fluid, PeopleTools, publisher upgrades).
- Participate as a security advisor during procurements for CAPPS Program products or services.
- Create and manage a strategic roadmap combining planning skills, technical insight, and communication.
- Prepare materials for and conduct executive-level presentations.
- Perform technical project management activities for the CAPPS program.
- Interpret contractual language and integrate it into workflows, holding vendors accountable.

- 10+ years of extensive Texas public sector experience supporting a Texas state government agency.
- 10+ years of extensive technical experience supporting application systems.
- 10+ years of extensive experience creating and managing strategic roadmaps.
- 10+ years of experience preparing and conducting executive-level presentations.
- 10+ years of experience performing technical project management for a CAPPS program.
- 10+ years of experience interpreting contractual language and ensuring vendor accountability.
- 10+ years of extensive knowledge/experience with data integration, data quality, and SDLC.
- 10+ years of experience in IT security and control practices.
- 10+ years of technical experience with PeopleSoft FSCM or HCM 9.2, PeopleTools, Peoplecode, Application Designer, SQL, PS Query, SQR, Application Engine, and Oracle 11+.
- 10+ years of experience with CAPPS Central production and deployment technical support for 100+ agencies and 5 Hub instances.
- 8+ years of experience with IT service desk functions, ITIL framework.
- 5+ years of experience as a security analyst overseeing a Managed Services provider.
- 5+ years of experience with user role segregation of duties (SoD) in multi-tenant applications.
- Experience gathering business requirements for large projects.
- Ability to work independently and in a diverse team environment (on-site and remote).
- Strong written, verbal, and interpersonal communication skills.

Work Location & Requirements
