Job Description

Data Analyst

The City of Toronto is seeking a Data Analyst to conduct research and analysis for 311 Toronto. This role involves identifying options for operations, policies, technology, information systems, and management practices. The analyst will assess implications and recommend changes to improve service delivery.

Key Responsibilities:

  • Implement detailed plans and recommend policies/procedures.
  • Conduct research, considering field developments, corporate policies, legislation, and government initiatives.
  • Provide input into and administer assigned budgets, ensuring control and adherence to limits.
  • Lead the implementation of 311 initiatives.
  • Develop and recommend policies, procedures, business process reviews, and management practices to improve efficiency and effectiveness.
  • Manage one or more subprojects of the 311 Initiative.
  • Coordinate subproject implementation with other 311 components and initiatives.
  • Develop and document standard operating policies and procedures with stakeholders, including training programs.
  • Support the project management office and lead inter-divisional teams.
  • Build and manage cooperative relationships with other City divisions to ensure adequate resources.
  • Prepare visual presentations, briefing materials, and other documentation.
  • Provide presentation support and deliver presentations as required.
  • Develop terms of reference and methodologies for review.
  • Consult and provide strategic advice to 311 management on research, reports, and initiatives.
  • Monitor social, economic, and political issues impacting 311 policy directions.
  • Report on the status of reports to 311 management.
  • Handle confidential and sensitive information affecting 311.
  • Provide support and recommendations for confidential business realignments within 311.
  • Manage vendors and external contractors.
  • Prepare Request for Information/Purchase/Quotations (RFI/P/Q) and other formal project documentation.
  • Actively participate as a project team member, contributing to work planning and priority setting.

Key Qualifications:

  • Post-secondary education in a relevant discipline (e.g., Data Science, Computer Science, Statistics, Business Intelligence, Business Analysis), or equivalent combination of education and experience.
  • Extensive practical experience with Power BI, including relational data modeling, SQL and DAX development, Power Query transformations, and building scalable BI solutions. A Microsoft Power BI certification (PL-300 or equivalent) is desirable.
  • Proven experience collecting, cleaning, transforming, analyzing, and interpreting large and complex datasets, including qualitative, quantitative, and spatial analysis.
  • Demonstrated ability to design and deliver intuitive, stakeholder-specific dashboards and analytical reports using Power BI and other BI tools.
  • Excellent data storytelling and communication skills, with the ability to explain complex analysis to technical and non-technical audiences.
  • Demonstrated political acuity, strong interpersonal skills, and the ability to work independently and collaboratively in a fast-paced environment.
  • Excellent time-management, organizational skills, and ability to maintain confidentiality.
  • Knowledge of producing accessible reports compliant with AODA requirements.
  • Considerable experience conducting business process reviews and analysis, identifying best practices and service improvement opportunities, and developing evidence-based recommendations.
  • Demonstrated technical aptitude and logical problem-solving skills, with experience working in or supporting enterprise systems (e.g., Salesforce) and translating business requirements into system configuration and process solutions.
  • Experience supporting or coordinating transformational change initiatives.
  • Considerable experience using Microsoft Office products (Word, Excel, PowerPoint, Visio, SharePoint). Experience with Jira and Confluence is desirable.
  • Experience with Salesforce reports and dashboards, Verint, Cisco/Genesys is an asset. Experience supporting call centers and performance reporting is an asset.
