Major Responsibilities

The Business Transformation Consultant implements detailed plans and recommends policies and procedures regarding program-specific requirements. This role involves conducting thorough research into assigned areas, considering industry developments, corporate policies, legislation, and initiatives from other government levels. The consultant will also contribute to and manage assigned budgets, ensuring expenditures remain within approved limitations.

Key responsibilities include preparing essential project documentation such as business cases, project charters, concept documentation, and project plans. These materials are crucial for advancing City initiatives and ensuring the effective utilization of Technology assets and services, ultimately leading to service efficiencies and optimal resource allocation. The consultant will document and analyze business processes, gather business requirements, assess input costs, and evaluate output levels, conducting comprehensive workflow analysis and business process modeling. A core function is to translate business priorities into actionable capability artifacts, including capability maps, maturity assessments, heatmaps, gap analyses, and strategic roadmaps.

In partnership with business and technology leaders, the consultant will define the target future state, ensuring its alignment with operational needs and long-term transformation goals. This includes identifying cross-divisional opportunities for collaboration, shared services, and integrated solutions to optimize investments and prevent duplication. Detailed execution plans, aligned with strategic roadmaps, will be developed, outlining key initiatives, milestones, dependencies, and timelines for transitioning from the current to the future state. The role demands comprehensive documentation, including requirements definitions, cost estimations, environmental scans, process models, and technology roadmaps, supporting all project stages (Concept, Definition, Planning, Execution).

The Business Transformation Consultant conducts analyses to measure the effectiveness of technology solutions and service delivery methods, offering recommendations on alternative delivery approaches. They will design or modify business processes in accordance with the Business Process Model and Notation (BPMN) standard and design or modify technology solutions for administering service delivery and tracking its cost and effectiveness. Reports to management will be prepared, supporting recommendations for changes in technology solutions, business methods, and processes, including appropriate staffing levels and resource allocation. Contributions will also be made to product visions, user cases, user case models, and supplementary specifications, such as screen mock-ups, report mock-ups, and business rules.

Further responsibilities include conducting feasibility studies on integrating technology and processes to deliver support services. The consultant will identify, analyze, rationalize, and optimize detailed business processes by interviewing, documenting, and facilitating business process review/re-engineering sessions with stakeholders. In coordination with divisional business representatives, they will initiate and conduct research and analysis on opportunities to employ emerging technologies and/or process redesign to effectively deliver City services. Identifying potential technology business integration opportunities will leverage knowledge of industry trends and related divisional technology projects. Organizing, participating in, and conducting proof-of-concept initiatives with client stakeholders will assist in determining the adoption of new technologies and processes.

The role provides support, in collaboration with the client community and key inputs from all Technology sections, to a central library of concepts aimed at streamlining capital business case creation and contributing to the overall Technology Portfolio. The consultant will actively contribute to and build a Business Transformation Centre of Excellence through ongoing interaction and sharing of best practices and standards with Business Analysts across all divisions. Liaising and communicating with other members of Architecture and Portfolio Delivery and Technology service providers is essential to ensure optimization of efforts and increased cross-collaboration, and they will contribute to the creation of unit work plans.

Key Qualifications

  • Post-secondary education in business, computer sciences, industrial engineering, or a discipline pertinent to the job function, or an equivalent combination of education and experience.
  • Extensive experience working in the Information & Technology Industry, including technical feasibility mapping, technical assessments, and reviewing technical requirements.
  • Extensive experience in business analysis, including elicitation and management of business requirements, and contributing to RFQ, RFP, and RFI processes.
  • Extensive experience analyzing and implementing business process modelling, business process improvement, strategic plans, and management structure development.
  • Experience with project management, including planning, implementation, and post-implementation support.
  • Experience using a variety of software packages, including process design software (e.g., Visio), business requirements management and quality assurance tools (e.g., Blueprint, HP QC), project management software (e.g., MS Project), and MS Office (e.g., PowerPoint, Excel, Access, and Word).
  • Experience in stakeholder management with a high level of ability to influence and negotiate outcomes effectively with a broad spectrum of diverse stakeholders.
  • Well-developed skills, including presentation and facilitation skills, with the ability to apply those skills using a wide range of media with numerous stakeholders including clients, senior management, and other third-party stakeholders.
  • Superior analytical, interpersonal, and problem-solving skills.
  • Strong negotiation, mediation, and conflict resolution skills with an excellent ability to influence results.
  • Ability to work with minimum supervision.
  • Good organizational skills with the ability to handle multiple tasks and projects concurrently and meet deadlines.
  • Familiarity with municipal government legislation.

  • Previous experience managing permits and licenses, including applications, renewals, and compliance tracking.
  • Experience working with Cloud SaaS implementation and integration projects.
  • Experience with POS payment processing and banking reconciliation processes.
