Job Summary

The Operations Research Analyst provides critical analytical information to management, assisting in the improvement of department procedures, processes, and overall organizational structure.

Essential Functions

  • Provides analytical insights to management regarding department procedures, processes, and structure to foster organizational improvement.
  • Evaluates, reviews, analyzes, and determines the effectiveness of current practices, policies, and programs, identifying areas for enhancement through continuous review.
  • Conducts thorough research and logical analysis of procedural, financial, and structural barriers to pinpoint areas requiring improvement, then recommends strategic redesign or restructuring based on findings.
  • Appraises and evaluates the desirability and feasibility of fiscal and program restructuring initiatives, developing or directing the creation of recommendations for senior management.
  • Analyzes procedural, financial, and structural barriers to ensure effective and efficient service delivery within the department, including the flow of services and interrelationship of program components.
  • Analyzes client requests and offers guidance and technical assistance in retrieving accurate information from the City's core data sources; counsels clients on interpreting and summarizing statistical results; performs statistical programming using various software packages to summarize data, create reports, and visual representations.
  • Serves as the expert for various special projects assigned by management, providing robust, data-driven analysis.
  • Assists management with research, data analysis, and presentation drafting; participates in professional development and educational conferences to learn new and updated software, programs, and tools.
  • Performs any and all other work as needed or assigned.

Knowledge and Skills

  • Proficiency and/or training in Data Analysis, Data Modeling, Dimensional Modeling, and Data Warehouse concepts.
  • Thorough understanding of project management principles.
  • Solid knowledge of research methodology.
  • Expertise in statistical analysis.
  • Technical knowledge of the project's subject matter sufficient to operationalize complex project activities.
  • Ability to effectively manage unit/program activities.
  • Capability to disseminate information through the preparation of concise reports.
  • Strong verbal and written communication skills.
  • Proven ability to establish and maintain strong working relationships.

Education and Experience

Minimum Qualifications: A Bachelor's degree in any field, combined with three (3) years of professional-level experience in operational analysis, involving data collection/analysis, program/process effectiveness evaluation, and/or identifying improvement areas and existing barriers.

Equivalencies:

  • High school diploma or GED plus seven (7) years of required experience.
  • Associate's degree in any field plus five (5) years of required experience.
  • Master's degree (or higher) in any field plus two (2) years of required experience.

License(s) and/or Certification(s)

Some positions may necessitate a valid driver's license and a good driving record.

Other Requirement(s)

  • No FELONY or Class A misdemeanor convictions.
  • No Class B misdemeanor conviction within the last ten (10) years.
  • No family violence convictions.
  • Cannot currently be on deferred adjudication for any felony, Class A misdemeanor, or Class B misdemeanor charge.
  • Must pass an intensive background investigation and drug test.
