Building the Digital Backbone of Amsterdam

As our new Product Owner, you will translate complex integration needs into a robust product roadmap and lead a multidisciplinary team to achieve our strategic goals. Are you the driving force connecting business, IT, and security? Take charge of our Application Integration portfolio, forge powerful coalitions with various stakeholders, and guide challenging projects from initial concept to successful launch.

Creating coherence in a complex IT landscape is your mission. You will steer the development of our integration services, safeguard the direction of our roadmap, and ensure seamless alignment between technology and business.

The Product Owner Role

The City of Amsterdam is on the verge of offering Application Integration as a generic provision. Initial building blocks include (a)synchronous API, Managed File Transfer, and basic integration to serve over 50 directorates. As this is a nascent provision, you will contribute to establishing the service from the outset.

As a Product Owner, you are broadly skilled and will function as a central pivot in the new integration services team. From a product perspective, you will manage the product backlog, maintain an overview, and guide the team to achieve quarterly objectives. You will be in constant contact with the business at executive and middle management levels to gather concrete requirements, translating these into features and user stories for developers. You are also capable of understanding and, if necessary, adapting architectural designs. Your analytical ability allows you to distinguish primary from secondary matters, maintain central oversight, and set the right priorities.

Your high degree of maturity and seniority enable you to engage with diverse stakeholders, including architects, security/privacy professionals, and engineers. You dare to say “no” to the business and are capable of managing pressure from users and clients during incidents.

As a Product Owner, you distinguish yourself with conceptual knowledge combined with technical affinity. Your understanding of API Management, Managed File Transfer, and basic integration allows you to grasp why the product fits the integration needs of the line directorates. You also possess a broad understanding of cloud and containerization.

The Product Owner Application Integration reports to the Product Manager Application Integration.

A Typical Day as Product Owner Includes:

  • Reviewing sprint backlogs for various services to monitor progress and adjust priorities as needed.
  • Conducting an intake session with the business in the morning, followed by a sparring session with architects and engineers.
  • Meeting with the analyst after lunch to elaborate on the morning's intake and determine which components can be utilized.
  • Having dedicated focus time to review the latest Gateway releases and assess their impact on the current product roadmap.
  • Concluding the day with an update for the Product Manager, providing bi-weekly progress.

The Digital Provisions Directorate, part of the Digitalization, Innovation, and Information (DII) cluster, is responsible for developing and managing high-quality, reliable digital services (application and infrastructure). It oversees the transition to Cloud-based services and the development and management of the Cloud platform, among other things. Another key task is managing external partners providing IT services to the municipality and procuring new services and products for the entire i-domain. In addition to managing outsourced services, the municipality also develops its own software, which falls under the Digital Provisions Directorate.

The IT Service Development and Platforms department translates the municipality's business strategies and digital transformations into a vision and strategy for IT infrastructure services and concrete roadmaps realized in collaboration with strategic partners. The department is responsible for the availability of generic platforms: the infrastructural and enabling platforms necessary to realize our digital ambitions, such as a development platform, cloud platform, data platform, and integration platform.

What You Bring as Product Owner:

Experience:
  • 3 years of experience as a Product Owner within the integration domain.
  • 3 years of conceptual knowledge in integration, such as API, Managed File Transfer, Messaging, with demonstrable examples.
  • Proven experience with stakeholder management in a multidisciplinary setting and translating needs into technical features.
  • Experience managing multidisciplinary DevOps teams in the context of platform services development.
  • Experience in determining the impact of integration issues and translating them into capacity and required knowledge.

What We Offer You as Product Owner:

  • A gross monthly salary between € 5,303,- to € 7,163,- (scale 12) based on a 36-hour work week. The exact salary will be aligned with your education, knowledge, and experience.
  • An employment contract for 1 year, with the possibility of a permanent contract thereafter if you currently do not have, or have a temporary, employment contract with the City of Amsterdam.
  • Development and training opportunities through our internal training center, the Amsterdamse School.
  • An Individual Choice Budget (IKB) of 17.05% of your salary.
  • A pension scheme via ABP, where we pay 70% of your pension premium.
  • A travel allowance of € 0.10 per kilometer for car travel, € 0.15 per kilometer for bicycle travel, and € 0.21 per kilometer for public transport, up to 45 kilometers one-way commute and for the days you work at the office.
  • A homework allowance of € 3.25 net per working day you work from home.
  • A monthly contribution to health insurance.
  • A mobile phone and laptop.
