About the Role

BerryDunn's Medicaid Practice Group is looking for a Procurement and Contract Consultant to support large-scale software system selection planning initiatives. You will work closely with clients and consulting teams to create clear and comprehensive request for proposal (RFP) packages and solicitation documents for both state clients and vendors. Your responsibilities will include developing proposal strategies, managing timelines, creating original content, adapting existing content, ensuring RFP compliance, and preparing RFPs for publication.

As part of a project team, you will also review software contracts, including licensing/subscription agreements, services agreements, and statements of work. You will receive guidance from a consulting manager who will oversee your onboarding and provide opportunities for ongoing learning and professional development.

About the Medicaid Practice Group

Our Medicaid Practice Group provides technology planning and procurement support for state Medicaid agencies and related health and human services programs. We specialize in Medicaid Enterprise Systems and various platforms such as MMIS, eligibility and enrollment systems, provider management, TPL, EVV, data and analytics platforms, and other enterprise-wide solutions. Our services encompass system selection planning, market research, requirements development, and procurement support for both specific solutions and large-scale technology projects.

Travel Expectations

Consultants are expected to travel up to 50% of the time. While this specific role may not require as much travel, there could be periods of heavier travel demands.

What You Will Do

  • Foster open communication with the supplier community to ensure a thorough understanding of procurement practices and maintain supplier confidence.
  • Conduct pre-bid and pre-proposal conferences.
  • Prepare solicitation documents, utilizing templates and client-specific work products, processes, and policies.
  • Lead and assist in developing functional and technical requirements for procurements.
  • Lead and assist in developing as-is and to-be business process documents for client procurements.
  • Identify risks to the client and firm, and deviations from public-sector procurement best practices, while promoting fair and open procurement processes.
  • Support contracting processes between clients and software vendors to ensure clear understanding of scope, pricing, and responsibilities, adhering to client timelines.
  • Complete work during standard business hours, with occasional meetings required across different time zones.

What You Have

  • Bachelor’s Degree or equivalent experience.
  • Minimum of five (5) years of progressively responsible experience in public sector purchasing, contract management/preparation, and/or management consulting within the public sector.
  • Knowledge of contract documents, solicitation methods, and contract administration related to procurement.
  • Ability to manage multiple tasks and projects independently with various stakeholders, as well as work effectively in a team environment.
  • Ability to build and maintain positive working relationships with staff and clients, including state government procurement professionals, attorneys, and third-party vendors.
  • Capacity to use sound judgment and initiative to resolve highly complex and sensitive issues.
  • Excellent written and verbal communication skills, with the ability to convey complex technical subjects clearly and concisely.
  • Strong attention to detail.
  • Excellent critical thinking skills.
  • Proficiency in conducting online research.
  • Proven ability to thrive in a fast-paced environment with competing priorities and strict deadlines.
  • Willingness to collaborate with traveling and/or remote team members across different time zones.
  • Proficiency in MS Office (Word, PowerPoint, Project, Visio, Excel), including document formatting, using styles, and troubleshooting.
  • Experience with SharePoint is a plus.

Compensation Details

The targeted base salary range for this role is $65,000 - $90,000 annually. This range is an estimate, and the final salary may vary based on factors such as experience, education, seniority, and other qualifications.
