Supplier Quality Representative - Bechtel Corporation

Location: Houston, TX or Chandler, AZ

Salary Range: $91,000 - $138,800 annually

Bechtel Corporation is seeking a dedicated and experienced Supplier Quality Representative to join our team. Our Manufacturing & Technology business unit specializes in engineering, procurement, and construction services for the semiconductor manufacturing, electric vehicle, and data center markets.

Job Summary

This role provides essential project supplier quality specialist support. You will be responsible for capability surveys, audits, and area or shop quality surveillance in accordance with Bechtel Supplier Quality & Expediting Inc. (BSQE) and Project Procedures. This position is a Full-Time Office/Project role, located in our Houston Office or Chandler, AZ Office.

Major Responsibilities

  • Supervision Received: Operational direction from Project Supplier Quality Supervisor (PSQS) and functional guidance from the BSQE Corporate Operations Manager.
  • Supervision Exercised: Provide project-related direction and guidance to Area Supplier Quality Specialists.
  • Contacts: Corresponds with Project Supplier Delivery Manager, PSQS, Project Procurement Manager, Functional Manager, Global Business Unit, BSQE, project Supplier Quality team, Engineering, Procurement, Quality Assurance, Construction personnel, and Area Supplier Quality Specialists. Maintains contact with suppliers to monitor quality post-award. Occasional customer contact for audits and quality discussions.
  • Coordinate Supplier Quality services with other project functions.
  • Review material requisitions and technical specifications for quality requirements.
  • Participate with Engineering in determining surveillance levels and establishing witness/hold points.
  • Assist in developing the final bid list and selecting recommended bidders.
  • Support the establishment of Quality Surveillance levels for each purchase.
  • Assist Engineering in developing Quality Surveillance Plans.
  • Participate in pre-award and post-award meetings with suppliers regarding access, release for shipment, and notification of witness/hold points.
  • Prepare quality surveillance and capability survey assignments for Area Supplier Quality Specialists.

Additional Responsibilities

  • Review, edit, accept, and distribute reports per project procedures.
  • Ensure survey and audit reports are approved and stored correctly.
  • Verify and correct anomaly code and assignment information in SAM.
  • Collaborate with SQRs to drive corrective actions for NCR trends.
  • Provide project direction to Supplier Quality Representatives (SQRs).
  • Participate in bidder pre-award and post-award activities using surveillance dashboard reports.
  • Consult with SQRs on supplier issues during initial visits.
  • Coordinate reviews and resolve comments on quality surveillance plans with Project Quality Assurance and Engineering.
  • Support Responsible Engineers with documentation reviews.
  • Monitor and report quality metrics to PSQS and Project Procurement Manager (PPM).
  • Follow Project Procedures and work processes.
  • Notify relevant personnel of significant problems and initiate follow-up.
  • Monitor and manage job hour and monetary budgets, identifying overruns.
  • Record and trend out-of-scope work.
  • Provide supplier submittal document registers to SQRs.
  • Coordinate review of Quarterly Supplier Status Reports for lessons learned.
  • Perform specific Procurement Supplier Quality activities assigned by the PPM.
  • Facilitate communication across disciplines and resolve technical/quality issues.
  • Represent Supplier Quality in project meetings and issue resolution.
  • Research, summarize data, and populate performance metrics.
  • Develop project-specific metrics.

Education and Experience Requirements

  • Bachelor's degree (or international equivalent) and 5-8 years of relevant experience OR 9-12 years of relevant work experience.

Required Knowledge and Skills

  • Experience with major commodities for Semiconductor, Datacenter, Battery Manufacturing, or Life Science projects.
  • Knowledge of recognized codes and standards (e.g., FDA/cGMP) and manufacturing methods.
  • In-shop quality surveillance or related work experience.
  • Experience in complex project Supplier Quality functions, including inspection plans, man-hour/budget estimates, technical specification reviews, and corrective action resolution.
  • Ability to guide other Area Supplier Quality Specialists and non-technical staff.
  • Background as a lead auditor for supplier quality system audits or capability surveys.
  • Experience with quality management programs (ISO9001, IATF16949, AS9100, ISO13485).
  • Experience monitoring Third-party Agency quality surveillance contractors.
  • Lean / Six Sigma training or certification preferred.
  • Prior experience writing technical procedures, reports, and performing root cause analysis.
