Job Summary
As a Lead Surveillance Engineer at Bechtel Corporation, you will lead the implementation of surveillance activities for the project quality program on major construction projects, including data centers, chip manufacturers, power plants, and refineries. This role involves reviewing and determining applicable quality requirements, reporting new or revised regulatory requirements, monitoring non-conforming conditions, and determining the sufficiency of corrective actions. Your recommendations will be crucial in assisting with the resolution of complex issues and mitigating performance risk.
This position is designated as part-time telework per our global telework policy and will require at least three days of in-person attendance per week at the assigned office or project. Weekly in-person schedules will be determined by the individual and their supervisor, in consultation with functional or project leadership.
Major Responsibilities
- Leads in quality surveillance activities covered by the project quality plan and requirements including, as needed, pre-award assessments of potential suppliers and subcontractors.
- Assesses and monitors all project functions, including project management, engineering, procurement, construction, and other functions on project.
- Reviews and monitors nonconforming conditions and associated corrective actions to ensure quality program effectiveness.
- Reviews and determines applicable quality requirements for inclusion in selected engineering, procurement, and construction assessments.
- Reviews and reports on project associated quality-related procedures and manuals for compliance to project contract, procedures, and requirements.
- Reviews and determines compliance with project quality control inspection and test plans.
- Works with and/or leads cause analysis in conjunction with other project or staff personnel to develop corrective action plans which assist in the resolution of complex issues.
- Reviews and reports on new or revised project design documents, procedures, and requirements and incorporates them into assessments.
Education And Experience Requirements
- Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience.
Required Knowledge And Skills
- Knowledge of Quality assurance requirements, and their application to all functions on project, including project management, procurement, construction, engineering, and project controls.
- Demonstrated proficiency in implementation and management of quality assurance programs.
- Demonstrated knowledge of EPC industry application of quality assurance standards.
- Knowledge of techniques for assessment, event investigation, cause analysis, human performance, and corrective action.
- Proven record of interfacing with supervisors, including interfacing with supervisors in other functions on project, and customer quality representatives.
- Demonstrated knowledge of design, procurement, construction, start-up, commissioning requirements and procedures.
- Demonstrated knowledge of current construction industry trends, innovations, and regulatory construct, for industry.
- Successful track record of supervising teams in challenging environments.
- Previous experience in planning and conducting quality surveillances related to the execution of major construction of industrial facilities.
- Flexibility to respond to urgent project requests and/or changing priorities.
- Ability to work under pressure and with minimal supervision.
- Demonstrated ability to work with people of varied backgrounds and objectives.
