Presentation of the General Directorate and Department
You will be integrated into the Directorate General for Financial Stability and Operations (DGSO) of the Banque de France, which carries out a large part of its activities within the framework of the Eurosystem: implementation of monetary policy, conduct of foreign exchange operations, reserve management, promotion of the smooth functioning of payment systems, banking services, financial stability. Within the DGSO, the DUNE (Directorate of Urbanization and National and European Information Systems) is responsible for the DGSO's information system and the infrastructures of European markets.Mission Description
In this context, you will join the DATA DGSO ATOM pole of the Transversal Service for Reengineering, Markets, Monetary Policy (STREAM), which is responsible for the project management of DATA projects and applications related to the DATA FACTORY in the areas of market operations, monetary policy, risks, and financial stability. You will act as a project owner assistant for the strategic project of DATA DGSO redesign, which aims to simplify and harmonize the information system for risk, market, and monetary policy businesses. Within the framework of the DGSO's DATA Strategy, this project is at the heart of the transformation of existing decision-making databases and business DATA use cases. It aims to create new transversal solutions for the risk, market, and monetary policy businesses of the Directorate General for Financial Stability and Operations (DGSO). It aims to deploy a unified analytical environment and Data Platform for DGSO operational DATA needs, ensuring the progressive migration of existing systems to it. You will work in a dynamic and agile transversal work environment, in close collaboration with: - Correspondents within DUNE responsible for providing DATA services to businesses. - Business units for risks, markets, and monetary policy. - Technical experts from the General Directorate of Information Systems, as well as other stakeholders in risk management and security.Your missions as a Business Analyst Project Owner (MOA)
- Act as an interface with the business units for the development and monitoring of technical solutions for the DATA DGSO project (database, DATA environment, and analytical tools). - Participate in the meetings of the agile DATA DGSO team. - Contribute to the instruction of subjects, scoping, and specifications of the DATA DGSO redesign project: analysis of data collection, transformation, and provision needs from several business domains: market operations, monetary policy, risks, climate, market data, third parties. - Analyze possible functional and technical solutions. - Present your work in an educational manner. - Assist in coordinating and monitoring business needs. - Support businesses in adopting solutions and transforming their DATA IS (explanations of solutions, reporting tools, analyses, R or Python languages).Your missions as a Tester (implementing tests using R or Python languages according to rules defined with the businesses)
- Participate in data discrepancy analyses and tests to verify new Data Platform solutions against business expectations. - In this project, you will work on a variety of sources and data types from operations across all DGSO businesses, including data from applications such as "MAPS", Market Activities Processing System, a market operations management solution open to all members of the European System of Central Banks (ESCB), or the ECMS Datawarehouse (European Collateral Management System), as well as data from external providers or trading platforms. - Intervene in testing the provision of functionalities or reports in an analytical environment. - Assist in monitoring acceptance and migration phases (several releases per year).Profile Required
**Education:** Master's degree in Engineering, Data Science, Analytics, or Finance. A strong IT aptitude. **Skills:** Knowledge of R or Python, and SQL. Ability to work in a team. Rigor and synthesis skills. Ability to report on actions. Analytical skills. Knowledge of analytical tools and languages. **Qualities:** Aptitude for the financial domain.
