Job Description
Technical Writer
Aptive is seeking a Technical Writer to provide enterprise-level support for standardizing occupational position descriptions across Veterans Integrated Service Networks (VISNs) and Health Service Areas (HSAs). This role involves analyzing, consolidating, and developing standardized position descriptions to ensure consistency and eliminate redundancies throughout the organization. The position requires a blend of program management, analytical assessment, and technical writing expertise to align occupational requirements with organizational frameworks and VA classification standards.
Primary Responsibilities
Program Management & Analysis
- Review and analyze existing position descriptions for various occupations across multiple locations.
- Identify commonalities, inconsistencies, and duplicative functions within VISNs and HSAs.
- Conduct gap analyses to evaluate differences between current and desired standardized structures.
- Develop and recommend consolidation strategies for enterprise-wide consistency.
- Align occupational functions with the Mission, Function, and Tasks (MFT) framework.
Technical Writing & Standardization
- Develop standardized position descriptions (6–8 pages each) for enterprise-wide applicability.
- Define and document core duties, responsibilities, and time allocations.
- Document required knowledge, skills, and abilities (KSAs), licensure, and certification requirements.
- Ensure all documentation is clear, consistent, and usable, eliminating location-specific tasks.
Classification & Compliance
- Incorporate classification factors and provide grade level justifications.
- Ensure alignment with VA classification standards and occupational series requirements.
- Apply VA Style Guide standards to all written deliverables.
- Ensure all documents meet Section 508 accessibility compliance requirements.
Stakeholder Collaboration
- Collaborate with Subject Matter Experts (SMEs) to validate duties, requirements, and occupational standards.
- Facilitate iterative review cycles for content refinement and finalization.
- Incorporate SME feedback to ensure technical accuracy and operational relevance.
Quality Assurance
- Conduct comprehensive reviews for technical accuracy, consistency, clarity, and proper classification formatting.
- Ensure compliance with VA standards and accessibility requirements.
- Verify that final products meet enterprise-level standardization goals.
Minimum Qualifications
- Bachelor’s degree in English, Technical Writing, Business Administration, Public Administration, or related field (or equivalent experience).
- 5+ years of experience in technical writing, program management support, or workforce/job analysis.
- Experience developing position descriptions, functional statements, or occupational documentation.
- Strong analytical skills with experience in gap analyses and data synthesis.
- Familiarity with federal classification standards (preferably VA or OPM).
- Demonstrated ability to translate complex information into clear, structured documentation.
- Ability to obtain and maintain a public trust clearance.
- Legal Authorization to work in the U.S.
Desired Qualifications
- Experience with the Department of Veterans Affairs (VA) or other federal agencies.
- Knowledge of VA classification standards and occupational frameworks.
- Experience applying Section 508 accessibility requirements.
- Background in workforce planning, HR classification, or organizational design.
