About the Role

The Portfolio Manager for the Veteran and Family Member Programs Modernization initiative at Aptive Resources serves as the strategic leader overseeing a complex portfolio of modernization projects. The role directly impacts the delivery of healthcare benefits for Veterans, beneficiaries, and providers worldwide through system integration, process automation, digital service delivery, and enhanced communication capabilities.

Primary Responsibilities

  • Lead and manage the entire VFMP modernization portfolio.
  • Oversee scope, schedule, budget, and integration of initiatives.
  • Act as the main liaison between VFMP leadership, internal teams and external partners.
  • Direct a team of project managers, business analysts, and functional specialists.
  • Coordinate integrations across system interoperability, automated workflows, provider directory development, external portal design, and mass communication solutions.
  • Maintain the Integrated Master Schedule (IMS) and modernization roadmap.
  • Lead organizational change management activities and knowledge management creation.
  • Collaborate on stakeholder engagement strategies including external education campaigns.
  • Provide regular portfolio performance reports and data-driven recommendations.

Minimum Qualifications

  • Master’s degree in business administration or related field.
  • 10+ years in managing complex, multi-project portfolios in large organizations.
  • Experience in multi-million-dollar modernization initiatives with diverse stakeholders.
  • Expertise in project portfolio management including governance, prioritization, risk management, and financial oversight.
  • Strong leadership, communication, and stakeholder engagement skills.
  • Proficiency with project management tools such as MS Project, Jira, and Azure DevOps.

Desired Qualifications

  • PMP®, PgMP®, or PfMP® certification or equivalent.
  • Experience with the Department of Veterans Affairs or federal healthcare programs.
  • Understanding of VFMP programs, health benefit administration, and data integration platforms.
  • Experience in large-scale organizational change management efforts.
