Job Summary: Sr. Proposal Specialist at APTIM
APTIM is seeking a Sr. Proposal Specialist with extensive experience in both commercial and public sector proposal development. This role is crucial for driving all phases of high-quality, compliant proposals tailored for state and local governments and diverse commercial clients throughout the United States, spanning sectors such as environmental, retail, energy, and disaster response.
Key Responsibilities and Accountabilities
- Coordinate cross-functional proposal preparation teams, including subject matter experts, graphic artists, contracts specialists, and other essential development functions.
- Implement APTIM's established proposal management processes, covering scheduling, compliance, outlines, storyboards, themes, and action items.
- Lead effective, outcome-oriented kickoff and review meetings in collaboration with capture managers and delivery staff.
- Stay fully informed on all solicitation amendments and modifications.
- Conduct thorough quality checks of all proposal sections and volumes, including the creation and verification of a detailed compliance matrix.
- Assume complete ownership and command over the proposal development process and related procedures.
- Collaborate strategically with Business Development staff, business unit leaders, subcontractors, partners, and subject matter experts.
- Define and meticulously manage proposal budgets and schedules.
- Draft and synthesize compelling proposal/marketing narrative efficiently, as required.
- Guide content planning from the compliant outline through win themes, section plans, and graphic concepts.
- Conceptualize and develop impactful strategic win themes and discriminators.
- Facilitate the creation of compelling solutions with technical and program staff.
- Develop targeted solicitation questions to ensure full compliance.
- Hold ultimate responsibility for proposal compliance, accuracy, and overall quality.
- Lead and actively participate in the development of oral presentation slide concepts and scripting.
- Advance proposal knowledge-management processes within the organization.
- Mentor new and junior proposal managers/writers, fostering their professional growth.
- Be prepared for some travel, as well as evening and weekend work, though not extensively.
Basic Qualifications
- A Bachelor's degree in business, communications, marketing, or an engineering-related discipline, or equivalent practical experience.
- At least 7 years of progressive experience, culminating specifically in a proposal manager and solutions developer role, within a fast-paced, deadline-driven, high-volume proposal environment.
- Possess the management skills necessary to direct and orchestrate large, multi-contractor proposal team efforts.
- Demonstrate the ability to rely on extensive experience and judgment to plan and achieve goals effectively.
- Proven organizational capability and the ability to manage multiple competing priorities under strict deadlines.
- Demonstrated ability to conceptualize and write compelling, marketing-oriented proposal narrative and oral presentation slides from scratch when necessary.
- Strong working knowledge of MS Office Suite business applications is essential.
- Excellent command of English grammar and punctuation is required.
- Exhibit meticulous attention to detail.
- Must be a self-starter and a natural leader, taking end-to-end responsibility for leading your team through the successful delivery of winning proposals to clients.
Additional Desirable Qualifications
- Experience in specific sectors such as energy and utilities, environmental site assessment and remediation, energy efficiency and renewable energy, solid waste, sustainability, disaster recovery, and/or infrastructure and construction management.
- A Master's degree in business, communication, marketing, or an engineering-related discipline.
- APMP certifications and/or continuous education in proposal-related subjects.

Compensation and Benefits
The estimated current pay range for this position is $85,000 to $100,000 per year, depending on factors such as experience, education, key skills, geographic location, client requirements, market competitiveness, and internal equity.
