Position Summary
ANSER is seeking a Program Analyst to assist the Department of Defense (DoD) Chief Information Officer (CIO) working full-time onsite at the Pentagon in Arlington, VA.
Day to Day Responsibilities
- Support the budget certification process and the creation of an annual budget certification report for the DoD CIO.
- Assist with the Planning, Programming, Budgeting and Execution (PPBE) process.
- Review funding lines and correlate them to strategic requirements.
- Collect budget data by liaising with military service and agency officials.
- Provide MS Teams and SharePoint support for an integrated enterprise-wide decision structure.
- Support process enhancement for program and budget review submissions related to the CAPE Issue Process.
- Assist in planning, testing, training, and assessments for the Defense Information Technology Investment Portal (DITIP) budget certification module.
- Assess and review resource and funding strategies for cyber capabilities.
- Offer executive secretariat support for SES/General Officer governance forum meetings.
- Review, edit, and format written policy and programming guidance.
- Draft briefings, meeting notes, and coordination materials.
Required Qualifications
- Active TS/SCI security clearance.
- Master’s degree plus 10 years of relevant experience; or bachelor’s degree plus at least 12 years of relevant professional experience.
- Expert-level user of Microsoft Office Software, especially pivot tables in Excel.
- Knowledgeable of PPBE and DoD budgetary processes.
Preferred Qualifications
- Understanding of current DoD budgetary principles and operational impact.
- Familiarity with the Program Objective Memorandum (POM) submission process.
- Experience working with budget databases such as DRDW, SNAP-IT, and DITIP.
- Experience in researching DoD appropriations and budget documents.
- Experience in planning/programming RDT&E, Procurement, and O&M funding at an OSD level.
- Experience with IT or cyberspace activities programming within military and defense agencies.
- Excellent written communication and strong attention to detail.
- Ability to multitask effectively.
