About the role
Principal Technical Program Manager, AWS Digital Sovereignty & European Sovereign Cloud
AWS is building the future of sovereign cloud computing. As a Principal Technical Program Manager on our Digital Sovereignty team, you will drive strategic programs that enable AWS customers to maintain control over their data while leveraging the full power of AWS cloud services.
You will work directly with the Director of Digital Sovereignty and Managing Director of European Sovereign Cloud to orchestrate technical workstreams that support our global strategy and initiatives.
This role requires deep technical expertise, strategic thinking, and the ability to influence without authority across a complex, matrixed organization. You will own technology roadmaps, manage portfolios of programs, and drive execution of initiatives with broad cross-organizational impact. You will also help the director to prioritize his external engagements.
Key job responsibilities
Strategic Leadership
- Develop annual strategic plans that align cross-functional technical contributors toward unified business outcomes
- Identify gaps and opportunities across countries, architectures, and organizations
- Influence organizational technical priorities and business strategy through data-driven contributions
- Maintain and foster executive relationships at Director and Vice President levels
- Collaborates with the Director and Go-To-Market team to plan, prepare, and execute high-impact executive customer engagements, ensuring technical discussions are tailored, well-coordinated, and aligned to customer priorities
Program Execution
- Lead global programs and coordinate efforts across matrixed teams of Solution Architects, Technical Business Developers, Technical Program Managers, and Account Managers
- Drive execution through influence and collaboration, providing technical guidance and mentorship without direct reporting relationships
- Define clear, measurable goals and success metrics aligned with internal Amazon customer needs across diverse business units
- Assess risks, anticipate bottlenecks, provide escalation management, and make tradeoffs between business needs and technical constraints
- Manage team outcomes and cross-functional deliverables using Salesforce and tracking mechanisms
Cross-Functional Collaboration
- Foster deep collaboration with AWS service teams (EC2, S3, Global Networking, Bedrock), Infrastructure, Partners, and Professional Services
- Orchestrate cross-functional initiatives that accelerate innovation and customer outcomes
- Facilitate knowledge sharing and best practice development across technical contributors
- Build organizational capability and ensure consistent approaches to complex technical challenges
Technical Excellence
- Bring strong, data-driven, and strategic technical judgment to decisions
- Lead design, implementation, and delivery of highly complex cross-functional projects in ambiguous or new technology areas
- Create scalable mechanisms, methodologies, and best practices for the organization
- Recognize and actively steer teams away from prior technology failure patterns
- Write effective narratives (PRFAQs, strategic documentation) and present to senior leadership
- Provides technical review and input to support the go-to-market team in developing, scaling, and maintaining internal and external technical enablement materials, ensuring accuracy and technical credibility across internal and external audiences

Basic Qualifications
- Experience in project management disciplines including scope, schedule, budget, quality, along with risk and critical path management
- Experience developing strategies that influence leadership decisions at the organizational level
- 8+ years experience with Bachelor's degree, or 5+ years with Master's degree or equivalent experience
- Experience in digital sovereignty, regulated industry, public sectors, regulators, European data regulations and certifications (GDPR, C5, SecNumCloud, etc).
- Demonstrated experience building processes and working with software development teams
- Experience leading creation, revision, and improvement of standard operational procedures (SOPs).
Preferred Qualifications
- Experience in information security and compliance
- Master's degree in a technical field
- Experience presenting to senior leadership
- Experience defining KPIs and SLAs used to scale businesses and provide reporting to senior leadership
- Strong sense of ownership and ability to promote operational excellence
- Deep knowledge of core system technologies or broad understanding of company systems and technologies
