Role Overview: Bid Manager, PV and Wind
We are seeking a dedicated Bid Manager to join our Engineering team in the Makati Office. This pivotal role will report directly to the Engineering Director and encompass a regional scope, primarily focusing on the Philippines, while also extending to Thailand and Vietnam.
The Bid Manager, PV and Wind will be instrumental in the technical evaluation of renewable energy projects during their development phase, specifically covering photovoltaic solar, wind, and other emerging technologies within Southeast Asian markets. The position entails leading, coordinating, and overseeing the preparation of comprehensive technical investment reports. The goal is to ensure that all technical, economic, and risk analyses are meticulously structured, thoroughly documented, and strictly adhere to ACCIONA Energía’s company standards. This ultimately provides a solid foundation for informed internal investment decision-making and supports the successful execution, operation, and maintenance of these crucial projects.
Key Responsibilities
- Coordinate multidisciplinary teams involved in the preparation of technical investment reports.
- Lead and supervise, in conjunction with regional project development teams and Headquarters in Spain, the creation of technical investment reports, ensuring consistent standards and high-quality information.
- Collect and validate inputs from the Business Development department to ascertain assessment feasibility.
- Integrate requirements from the Operations and Maintenance (O&M) department, proactively addressing key operational aspects.
- Request, coordinate, and track internal deliverables from Engineering and Construction, including:
- Energy resource assessment (solar, wind, etc.).
- Conceptual design and quantity estimates (civil and electrical).
- Risk and contingency analysis.
- Preliminary planning and estimated scheduling.
- CAPEX estimation and definition of contracting strategy.
- Compliance with quality, safety, and sustainability standards.
- Ensure the consistency, completeness, and quality of technical reports, guaranteeing adherence to corporate structure and standards.
- Present, defend, and articulate technical report outcomes to various internal departments and investment committees.
- Identify potential risks, limitations, and technical opportunities within projects.
- Actively contribute to the continuous improvement of internal evaluation methodologies and standards.
Required Skills and Competencies
Education
- University degree in Engineering, Business Administration, Law, or a similar field.
- Training in contracting, purchasing, or project management is highly valued.
Experience
- 2-3 years of experience in similar functions, specifically in purchasing, bidding, or contractual support roles within engineering or construction projects.
- Demonstrated experience in collaborative environments working with technical and legal teams.
Skills

Specific Knowledge
- Languages: Professional level English is essential. Spanish is a valuable asset.

- Other: Comprehensive understanding of the purchasing cycle and technical bidding processes, experience in drafting contractual documents and specifications, ability to perform comparative analysis of offers, and basic knowledge of contractual regulations and internal purchasing procedures.
