Program Manager Technical Support and User Engagement
GDIT is seeking an experienced Program Manager to lead the technical support, user engagement, and operational coordination functions for a large, federally funded data access and linkage initiative. This role serves as the primary manager responsible for overseeing Data Use Agreement (DUA) workflows, Privacy Board activities, user support, analytic output review, training, requirements tracking, and public-facing website operations in support of the NIH Data Access Program. The Program Manager works closely with federal leadership, technical teams, researchers, and cross-functional support staff to ensure effective, timely, and compliant execution of all required activities for technical support and user engagement.How a Program Manager Will Make An Impact
- Drive the end-to-end management of Data Use Agreement (DUA) workflows, including CMS DUAs, amendments, non-federal DUAs, and associated documentation, ensuring processing within defined timelines.
- Oversee the Privacy Board process, including weekly meeting coordination, agenda preparation, action tracking, and timely delivery of minutes, summaries, and routing of approved DUAs for signature.
- Lead user support activities, including the development of technical assistance materials, direct support guidance, and service-level compliance for user inquiries and issues.
- Manage analytic output and disclosure review operations, ensuring automated and manual reviews align with policy requirements and are completed within established timeframes.
- Direct development and maintenance of the Program’s marketing and dissemination plan, mandatory training content, webinars, masking materials, and user retention strategies.
- Oversee requirements tracking through implementation and operation of automated workflows, tools, and dashboards supporting DUAs, requests, approvals, status changes, and training compliance.
- Lead study closeout and transfer processes, including file transfers, Material Transfer Agreements, and documentation required for transitioning completed studies.
- Manage user engagement, communications, and public-facing website operations on a .gov domain, ensuring content accuracy, accessibility, and compliance with Section 508 and federal web standards.
- Guide execution of program assessment activities, including surveys, post-event evaluations, user feedback analysis, and performance reporting.
- Provide supervisory oversight for team members and subcontractors, including mentoring, performance reviews, and ensuring high-quality delivery in all task areas.
- Maintain continuous alignment with privacy, data security, and compliance requirements throughout all program workflows.
What You’ll Need To Succeed
- Doctorate degree in a relevant field such as biostatistics, epidemiology, bioinformatics, health services research, statistics, computer science, or data science.
- 5+ years of relevant experience
- Deep understanding of federal data access processes, including experience with DUAs, privacy compliance, and research oversight workflows.
- Demonstrated experience managing complex operational programs involving federal data, research users, or secure data environments.
- Experience leading teams performing technical user support, training, workflow operations, documentation development, or customer-facing services.
- Strong communication skills, including ability to interface with researchers, federal staff, and technical teams, and to prepare high-quality documentation, reports, and presentations.
- Ability to manage complex schedules, metrics, deliverables, risks, and program reporting requirements.
- Experience coordinating cross-functional groups and managing high-volume workflow operations.
- Experience with CMS data
- Ability to obtain/maintain a Public Trust or higher.

- Prior leadership experience supporting aging, health services research, or biomedical research programs.
- Washington, DC area preferred.
