About the role
Proposal Specialist IV - AECOM Governments Marketing
AECOM is seeking an experienced Proposal Leader to join its Governments Marketing team, focusing on winning US Federal work globally. This role involves leading key proposals and presentations, providing support from pre-RFP to interview stages, and managing a team of proposal staff for Federal Civilian and DoD Proposal teams. The subject matter expertise spans studies and planning, architecture and engineering design, construction, environmental services, program management, and other professional services. The ideal candidate will have experience with US Federal proposal writing, strong leadership, a keen eye for compliance, and effective pre-positioning and proposal writing skills, coupled with creative design ideas. This is a hybrid position with a blend of remote and in-office work, potentially based in Austin, TX, among other locations.
Job Responsibilities:
- General: Collaborate with regional and business line teams on priority pursuits, including pre-positioning, capture, RFQ/RFP responses, and interviews. Report to the Marketing Team Lead within the Governments Marketing group.
- Proposal Management and Development: Lead large, complex, must-win pursuits from capture through interview stages, potentially involving multiple disciplines and geographies. Facilitate workshops for win strategy development, analyze debriefs, and apply lessons learned. Create detailed outlines, draft content, compliance lists, and schedules, adapting to changing requirements. Write proposal sections such as cover letters, executive summaries, past performance, management approaches, and staffing. Participate in Go/No-Go, capture strategy, and greenlight analyses, ensuring compliance with delegation of authority. Drive capture planning and positioning activities. Facilitate color reviews (pink and red team) and serve as a reviewer for other priority pursuits. Ensure quality and compliance of all deliverables. Support debriefs and client feedback collection for continuous improvement. Manage proposal and project filing on secure servers and CRM. Possess familiarity with top IDIQs and associated personnel. May participate in strategic planning, evaluating marketing intelligence, identifying client concerns, and developing win strategies. May contribute to internal training programs and lead special projects.
Qualifications:
- Minimum Requirements: Bachelor's degree in Journalism, English, Communications, Marketing, or a related field, plus 6+ years of related proposal experience, preferably in US Federal Civilian/DoD sectors, or equivalent experience. Working knowledge of the A/E industry, AECOM's Federal clients, projects, and competitors. Proven success leading multi-disciplinary/multi-geography proposals exceeding $20 million. Strong understanding of proposal and presentation best practices, including clear communication of themes and discriminators. Demonstrated experience applying industry best practices to business development. Excellent proposal writing and editing skills with strong grammar and style. Proficiency in desktop publishing (Adobe Creative Suite), graphics (InDesign, Illustrator, Acrobat, Photoshop), word processing (Word), spreadsheets (Excel), and presentation software (PowerPoint). Familiarity with collaborative tools like Microsoft Teams and SharePoint. Initiative, strong organizational skills, and commitment to task completion. Professional demeanor, excellent interpersonal skills, and discretion with sensitive information. Ability to work independently and collaboratively. Diplomacy in challenging situations and resourceful problem-solving skills.
- Preferred: Bachelor's degree in Journalism, English, Communications, Marketing, or a related field with 8+ years of related proposal experience in US Federal Civilian/DoD sectors. APMP/SMPS certification is a plus. Understanding of CRM, Salesforce experience is a plus.

- Compensation is based on education, qualifications, experience, and location, with a range of $85,000 to $110,000 annually.
