Northrop Grumman Mission Systems has an opening for a Manager of Subcontracts Administration 3 to join our outstanding team of qualified and diverse individuals in Rolling Meadows, IL. This exciting Site Lead role supports the Electronic Warfare & Targeting (EWT) and Mission Survivability Systems (MSS) Business Units (BUs) within the Multidomain Sensing, Targeting and Survivability (MSTS) Division. This position also holds ultimate responsibility for the Subcontracts/Procurement teams out of our Buffalo, NY (EWT BU) and Apopka, FL (MSS BU) sites. The position reports to the MSTS Division Manager of Subcontracts and Procurement. This Site Lead position is fast-paced, with high expectations and significantly diverse assignments. This role supports a hybrid onsite work arrangement out of our Rolling Meadows, IL facility.
This role will lead the Rolling Meadows site’s Subcontracts/Procurement organization, which includes 2 direct report Subcontract Managers (the EWT and MSS BU leads) and their respective Subcontract Specialists (including the Buffalo, NY and Apopka, FL sites). This role will also have responsibility/oversight of the Restricted Programs Subcontracts team, which currently consists of 6 direct report Subcontract Specialists. The Rolling Meadows Site Procurement Conductor will also a direct report to the M3.
Essential Skills
- Contracting Expertise – Deep knowledge of Department of War (DoW) and non-DoW contracting terms and conditions, compliance, and lifecycle processes; experience executing/managing multiple contract types (T&M, FFP, FPIF, CPFF, CPIF, CPAF, CR)
- Leadership & Communication – Proven ability to lead a diverse team, increase employee engagement, articulate strategies orally and in writing, and negotiate effectively; ability to Be Extraordinary at the Ordinary (#BEATO) by paying extra attention to detail
- Strategic Thinking – Experience in developing subcontracting/procurement strategies that align with business and program goals
- Stakeholder Management – Track record of engaging cross functional teams and communicating status to senior stakeholders
Key Responsibilities
- Leadership & Development – Mentor, coach, and assign workloads to drive timely execution of daily requirements and increase employee engagement
- Program Integration – Build effective relationships with functional teams; translate program needs into clear procurement actions
- Strategic Procurement – Design and negotiate long term agreements, sourcing partnerships, and continuous improvement initiatives that enhance efficiency and compliance
- Policy & Process – Contribute to the evolution of agile, efficient, and compliant GSC policies and procedures
- Compliance – Ensure compliance with all regulatory and public law requirements as well as company (and business) policies and procedures, including import/export regulations
Other Responsibilities Include But Not Limited To
- Lead, mentor, coach, guide, motivate, challenge, train, and support a large team of managers and professionals/individual contributors
- Review/status proposal and active subcontract/purchase order requirements and ensure those meet customer requirements
- Development of negotiation strategies and plans
- Review and approval of purchase order compliance
- Develop subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment
- Support of proposal activities. Prepares bid packages, conducts bidder’s conferences, analyzes, and evaluates proposals, negotiates subcontract provisions, selects, or recommends subcontractors, writes awards, and administers resulting subcontracts
- Review and approval of supplier agreements (i.e., Teaming Agreements, Long Term Pricing Agreements, Overriding Agreements, etc.)
- Communication of procurement status and issues across all functions at all levels of leadership
- Support leadership meetings with the Program Management Office, GSC, Operations, Quality, Engineering, and other functionals
- Support special Division, Sector, and/or Corporate initiatives
- Utilize SAP/S4, Oasis, Ariba, SharePoint, Windows 11, MS Office Suite, PowerBI, Tableau, SCOUT, OneNote, Elevate, NG Insights, and others as needed
Basic Qualifications
- Bachelor’s Degree with 8+ years of experience in Subcontracts Management, Procurement, Supply Chain Management, Program Management or Contracts Management – OR – Master’s Degree with 6+ years of experience in Subcontracts Management, Procurement, Supply Chain Management, Program Management or Contracts Management
- Experience managing Subcontract Programs and/or a Subcontracts Team of 8+ people in support of major defense programs
- 6+ years of people leadership experience with at least 4 years as a manager
- Experience with compliance to U.S. Government Federal Acquisition Regulation (FAR)/Defense Federal Acquisitions Regulation Supplement (DFARS), Cost Accounting Standards (CAS), and Defense Contract Audit Agency (DCAA) audit procedures in support of major defense programs that range from research & development to full-rate production
- Experience with SAP, in addition to Excel, PowerPoint, & MS Project
- Ability to travel at least 25% of the time
- US Citizenship required
- Active SECRET security clearance required to start and to be considered
Preferred Qualifications
- Master’s Degree in Business, Global Supply Chain, or Project Management
- Experience with the SAP procurement system, Supplier Scorecards and performance management, NG Principles and Operating Practices, and metric analysis
- Internal Northrop Grumman Subcontracts experience
- Experience conducting presentations to and collaborating with Senior Leadership
- Experience in negotiating Long Term Pricing Agreements and/or Risk and Opportunity Management
- Demonstrated experience assuring compliance with company PrOP and government regulations
- Experience with International subcontracting/procurement
- Experience working with multiple contracting formats, including Time & Material, Firm Fixed Price, and Cost Reimbursable, possess knowledge relating to special payment provisions (progress or performance-based payments)
- Experience conducting oral presentations to senior leadership
- 8+ years of DoD (DoW) Subcontract Management/Procurement experience
- Knowledge of Earned Value Management System (EVMS)
- Experience managing suppliers or subcontractors with various program management techniques and tools, e.g., EVMS, IMS, RTGs, etc.
- Previous CAM experience or training
- Risk mitigation experience
- Negotiating skills with contracts in excess of $50 million
- Change Management experience
- Experience in effectively utilizing AI to support analysis, etc.
Compensation and Benefits
Primary Level Salary Range: $167,500.00 - $251,300.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow them to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
